About the Department

The Transportation Operations Supervisor, under limited supervision, supervises a team of drivers and assists management with the development of program and department goals, strategies, objectives, policies and procedures. Work involves leading the implementation of approved items in ways that promote a positive team culture, supporting program and team member improvement, and increasing organizational effectiveness and efficiency of service delivery; supervising and developing staff; overseeing some aspects of operations, customer service and logistics; working to maximize efficiency; working collaboratively to ensure a culture of change management for improved outcomes as a shared expectation across program and department staff; assisting with policy and process development; implementing and sustaining approved policy, process-based infrastructure, and workflow improvements to maximize human and fiscal resources; utilizing functional knowledge, process and project management skills, in conjunction with innovative practices to implement data-driven, analytical decisions; and working directly with team members throughout the program and department to ensure high-quality customer service.

Position Duties

Performs technical, administrative, and professional work while directing, planning, and organizing program-specific components of day-to-day operations, customer service, and logistics.

Utilizes and creates various reports to track workloads and/or caseloads and determine job performance.

Interviews and recommends staff to hire. Leads and develops team members, through motivational coaching and implementation of an ongoing performance management process, including monitoring and evaluating staff’s activities and performance and completion of yearly evaluations.

Provides training for staff by coordinating resources or personally directing the development and training of to ensure that all team members are properly inducted, oriented and trained to meet ongoing business needs.

Helps ensure all required team member or program component licensures and training are maintained to meet compliance standards and sustain best practices.

Assists with facilitation, and sometimes leads process and workflow improvement activities and trainings, and ensures documentation of all supervised job functions.

Promotes a culture of information sharing and practices clear and open communications to ensure that staff members know what results are expected of them and that they are regularly and appropriately informed of all County, Agency, and Program matters of concern to them.

Assists management with development, implementation, and management of the administrative foundation for areas of accountability, including policies, procedures, training platforms and reporting documentation. 

Assists management with determining, monitoring and managing budgets, staffing, and equipment needs including hiring, training, monitoring, scheduling, and evaluation, and ensures consistent and appropriate application of County HR policies.

Responds to the activation of the County’s Emergency Operations Center (EOC) as appropriate when directed.

Represents the County, Human Services Agency, and program in a positive light by demonstrating the “Union County Way” of customer service with all staff, internal and external business partners, and customer by communicating in a timely, tactful, consistent manner, both with clear, accurate written information and verbally with poise, voice control and confidence.

Maintains an enthusiastic, self-starting approach to meet job responsibilities and accountabilities, while promoting a team environment and positive culture.

Consistently research situations and problems, seeking to understand all facts, then engages others to obtain experienced advice and understand alternatives before exercising judgment or taking action.

Provides direct supervision of the Human Service Agency’s Transportation BPT/PT drivers and dispatchers/schedulers.

Coordinates with all other Transportation department staff, including Safety Officer/Trainer, Office, and Billing Support, along with Fleet/Garage Supervisor, to ensure a collaborative and effective transportation service delivery model.  

Ensures the operation of transportation fleet vehicles/vans/buses and manages day-to-day operational, customer service, and logistical aspects required to provide efficient and cost-effective public transportation to Union County residents and partnering public or private agencies.

Assists management with the preparation of technical specifications and usage data to support requests for purchase or replacement of vehicles and transportation-related capital equipment such as cameras; leads approved procurements as needed.

Analyzes workload and determines the most efficient means possible to transport residents with a focus on safety, efficiency, logistics, and minimizing costs to maximize taxpayer resources.

Coordinates provision of transportation services, including all routes and driver assignments for County residents and partnering agencies' clients, ensuring safe vehicle operation and adherence to applicable federal, state, and local laws, ordinances, and regulations.

Recommends methods for providing and improving the provision of transit services, identifies associated resource needs, reviews needs with appropriate management staff, and allocates resources accordingly to implement approved recommendations.

Reviews driver workload and progress; supervises activities of drivers. Maintains documentation of driver and/or site manager actions and performance as appropriate.
Communicates with drivers as necessary regarding all scheduling questions and issues. Has the ability to operate the two-way radio system in accordance with accepted radio communication standards when needed.

Coordinates with Safety Officer on initial and ongoing/annual training programs for drivers to ensure compliance with the NCDOT Minimum Standard of Training. Schedules and ensures implementation of driver training and testing through direct or coordinated delivery that will assist in achieving transportation safety, efficiency, and customer service goals and ensure compliance with applicable federal and state laws and regulations.  

Uses computer programs and apps to access and operate client databases, scheduling, and dispatching software, and reporting software. Enters data or ensures data entry into local, state, and federal reporting systems, including mandated maintenance programs for review by the NCDOT Safety Division.

Responds to written, telephone, and face-to-face inquiries from outside vendors, partner agencies, contractors, clients, and the general public, as appropriate; provides factual information based on detailed knowledge of transportation program, including services provided by Transportation, estimated pick-up time, fare charges if applicable, and performance information. 

Assists department management in the investigation of all program complaints. Responds to complaints in a timely and courteous manner; Recommends a course of corrective action for internal processes and procedures when needed to reduce the likelihood of recurring issues or complaints.

Analyzes and interprets performance data, statistical information, workload, scheduling, and dispatching methodologies, and makes recommendations to department management regarding opportunities for improvement; leads or assists in leading approved change initiatives.

Processes, maintains, and manages transportation logistics, service, and customer service records such as gas tickets, vehicle purchase data, vehicle maintenance, driver hours, etc.

Ensures availability of updated lists, maps, directions, etc., for all Union County roads.

Drives a vehicle/van in the event of driver shortage or heavy schedule demand and provides coverage for Transportation office staff in the event of absences as necessary.

Performs other related duties as assigned.

Minimum Qualifications

MINIMUM QUALIFICATIONS
Education and Experience:
High School Diploma with six (6) years of experience managing and coordinating service-related operations, including two (2) years of which is supervisory/management experience; or equivalent combination of education and experience. 

Licenses or Certifications:
Must have a valid Driver’s License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.



PREFERRED QUALIFICATIONS
Education and Experience:
Bachelor’s Degree from an accredited university in Human Services, Business Administration, Public Administration, or related field, with four (4) years of experience managing and coordinating service-related operations in a transportation-related environment including one (1) year of supervisory/management experience; or equivalent combination of education and experience.

Licenses or Certifications:
Must have a valid Driver’s License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.

Other Qualifications

PHYSICAL DEMANDS
Must be physically able to operate a variety of machinery and equipment including computers, typewriters, copiers, radios, fax machines, calculators, printers, etc. Must be able to operate a vehicle. Must be able to exert up to 20 pounds of force occasionally, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

WORK ENVIRONMENT
Work is performed in a dynamic environment that requires the need to be sensitive to change and responsive to changing goals, priorities, and needs.
