About the Department
Under general supervision, performs difficult and complex duties related to the delivery of counseling, guidance, education, rehabilitation and/or supportive services in a program designed to improve the socio-economic conditions of the citizens of Detroit; and performs comprehensive and technical investigations and research.
Position Duties
- Plans, schedules and participates in interviews of program participants to obtain background information, conduct assessments, and determine eligibility and the nature and extent of services required.
- Counsels participants on program requirements and services.
- Determines the most effective method for providing service to non-routine participants or those with special requirements and explains available options.
- Refers participants to other agencies or programs for specialized services.
- Follows up on referrals and maintains data on the numbers of clients referred.
- Administers, scores, and interprets standardized aptitude or psychological tests.
- Evaluates the effectiveness of programs and makes recommendations for improvements.
- Ensures that programs conform to applicable federal regulations and departmental policies.
- Reviews and revises policies or procedures designed to achieve the objectives of the assigned agency.
- Develops and implements training programs.
- Performs community outreach to inform the public and other service providers of agency objectives and activities.
- Conducts complex studies and prepares reports related to demographic issues that affect the form and success of services.
- Develops and applies indices, correlations and other evaluative devices.
- Conducts detailed investigations through interviews and research of files; reports on findings; and maintains related records.
- Prepares case files of participants interviewed.
- Maintains contacts with public and private social agencies to obtain information referrals.
- Attends, participates in and/or conducts professional meetings and conferences designed to improve and update knowledge and skills related to service delivery.
- Monitors the progress of studies and projects performed by subordinates.
- Reviews the work of subordinates in progress and upon completion; and trains new employees.
- Prepares charts and graphs; and writes summaries, analyses and reports.
- Prepares information for use by superiors, commissions or special committees.
- Devises or writes informational pamphlets, brochures and posters.
- Answers inquiries from the public and other municipal or regulatory agencies.
- Assumes additional duties and responsibilities in the absence of superiors.
Minimum Qualifications
Qualifications (required):
Bachelor’s degree in the social sciences, education, psychology, guidance and counseling or related field.
One (1) year of recent experience as a supervisor, preferably in a social, economic or community development program.
Three (3) years of experience in case work, group work, individual and group counseling and guidance, social research or community or public relations.
