About the Department

The Orange County Fire Authority (OCFA) is currently recruiting to fill one (1) vacancy for the position of Senior Accountant. This position will provide support to the General Accounting section within our Finance Department. This recruitment will be used to fill the current vacancy in General Accounting and establish an eligibility list for future vacancies.


DEFINITION

Under general direction, performs the more complex and responsible professional accounting work, including auditing, analyzing, and verifying financial records, preparing financial and statistical reports, providing information to Authority staff regarding accounting practices and procedures, and reconciling general ledger accounts; prepares year-end audit reports and schedules; provides responsible support to the Accounting Manager in areas of expertise; and performs related duties, as assigned.


SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Accounting Manager. Exercises direct or general supervision over assigned professional and technical staff.


CLASS CHARACTERISTICS

This is the advanced-level classification in the professional Accountant series. Incumbents work under general direction and exercise a high level of discretion and independent judgment in performing the full range of complex accounting and financial record-keeping functions.  Incumbents also oversee, direct, and review the work of professional and technical accounting staff.  This class is distinguished from the Accounting Manager by the latter’s responsibility for overseeing and directing the full scope of functions and activities of the Accounting section of the Finance division.

SENIOR ACCOUNTANT CLASS SPECIFICATIONS

Minimum Qualifications

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed in the class specification.

EDUCATION (position requirements at entry):

  • Bachelor's Degree in Accounting, Finance, Business, Public Administration, or a related field 


EXPERIENCE (position requirements at entry):

  • Four (4) years of professional governmental accounting experience 


Examples of government experience includes cities, counties, public education institutions, special districts/authorities, Tribal, state, and federal government.


LICENSES AND CERTIFICATIONS (position requirements at entry):

  • Possession of a valid California Class C Driver License is required at time of appointment.

This classification is subject to enrollment in the California DMV Pull Notice Program, which periodically provides Risk Management with the incumbent's Driver License records and status.


HIGHLY DESIRED QUALIFICATIONS:

  • Certified Public Accountant (CPA) Certification
  • Strong leadership skills
  • Excellent Communication abilities

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various Authority and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required.   Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.  Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information.  Employees must possess the ability to lift, carry, push, and pull materials and objects up to 20 pounds.


ENVIRONMENTAL CONDITIONS

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.


PRE-HIRE REQUIREMENTS

Before an employee is hired, they must successfully complete pre-employment requirements including, but not limited to: fingerprinting and background check, reference check, DMV check, licensure/certification check, Oath of allegiance to the United States of America and the State of California, and proof of eligibility to work in the United States in accordance with Immigration and Reform Control Act of 1986. All job offers are contingent upon the successful completion of a pre-employment medical exam including a drug screen through the OCFA's designated physician.

SELECTION PROCEDURES


INITIAL SELECTION REVIEW

The OCFA reserves the right to refer only the better qualified applicants if the number of applicants is high. If the number of applicants is high, the review process may include a secondary screening (by a panel of job knowledge experts) of the applications and/or supplemental questionnaires in which the better qualified applicants are referred to the next phase of the recruitment process.
