YOUR PURPOSE 
Performs responsible technical and professional work in the maintenance and preparation of complex fiscal and financial records; does related work as required. 
Work is performed under supervision of the Treasury Manager.

Position Duties

WHAT YOU’LL DO

  • Prepares and maintains accounting records and systems;
  • Develops and maintains appropriate accounts and records;
  • Analyzes and assembles statistical and accounting data and prepares periodic State and Federal reports;
  • Prepares reconciliations on various accounts regularly, journalizes general ledger, and performs all related duties;
  • Analyzes and reconciles subsidiary and general ledger accounts;
  • Makes adjustments and corrections through journal entries;
  • Reconciles capital asset transactions (coordinates with other departments as necessary), develops depreciation schedules, and completes all other related duties;
  • Assists with annual capital asset inventory;
  • Assists with preparation of Comprehensive Annual Financial Report and other annual financial reports;
  • Assists other departments and employees on technical financial and/or payroll matters;
  • Assists internal and external auditors and prepares required reports;
  • Compiles periodic revenue and expense analysis;
  • Processes bi-weekly, monthly, and special payrolls;
  • Maintains garnishment deduction calculations and notifications;
  • Reconciles payroll records and accounts;
  • Prepares required Federal and State payroll reporting;
  • Prepares and distributes W-2 forms;
  • Maintains payroll compliance with applicable laws and requirements;
  • Reviews current accounting procedures and recommends needed improvements;
  • Cross-trains and provides backup in other departmental responsibilities;
  • Performs related tasks as required;
  • Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies

Minimum Qualifications

REQUIRED QUALIFICATIONS 

  • Formal Education
    • Formal education to include a bachelor’s degree from an accredited college or university with major course work in accounting or related field and 1-year experience in accounting.
  • Must have thorough knowledge of the theory, principles, methods and practices of accounting; knowledge of the laws, ordinances and regulations governing municipal financial matters; thorough knowledge of modern office methods, practices and equipment; ability to prepare complex financial reports, records, and payroll with high levels of accuracy; ability to analyze and evaluate financial systems;  ability to establish and maintain effective working relationships with others; ability to express technical ideas effectively, orally and in writing.  
  • Must be proficient in Microsoft Office applications, especially excel and word.
Valid North Carolina Driver’s License

PREFERRED QUALIFICATIONS 
  • Experience in governmental accounting is preferred; including comprehensive knowledge of the theory, principles, methods and practices of accounting;
  • Experience with payroll is preferred;
  • English and Spanish Language skills
Physical Requirements
Hearing/Speaking – (Speaking - Expressing or exchanging information by means of spoken word.  Hearing - Perceiving nature of sounds by ear).   Employee must converse with City officials, employees, independent auditors, etc. so it is necessary for this person to be able to communicate with people in person and over the telephone.
Visual Abilities – the ability to perceive via eyesight is required for this position:
  • Acuity, far – clarity of vision at 20 feet or more. Both eyes 20/25 – R 20/30 – L 20/30 corrected.
  • Acuity, near – clarity of vision at 20 inches or less. Must be able to see work-related business documents close at hand. Both eyes 20/25 corrected.
  • Depth perception – Three-dimensional vision and the ability to judge distance and space relationships.
  • Field of Vision – the area that can be seen up and down or to the right or left while eyes are focused on one point. Must be able to see a wide span of area.
  • Accommodation – Must be able to adjust the eye lens to glance quickly.
Physical Strength – degree of physical demands typically associated with this position include:
  • Sedentary Work
    1. Exerting up to 10 pounds of force occasionally; and/or
    2. A negligible amount of force constantly to handle or move materials related to the position; and

  • Ability to apply principles of logical thinking to work tasks and practical situations and requests made by City departments, supervisor, employees and auditors; to comprehend, make decisions and respond to a variety of situations in an expedient manner. Good judgement is essential.

  • Using arithmetic and/or Statistics: Ability to direct and oversee the use of arithmetic and/or statistics in the preparation of a variety of tests and reports.
Language Ability
  • The ability to speak, read and write the English Language are required for this position.
