Responsibilities
Reporting to the Director, Community Operations – Qikiqtaaluk located in Pond Inlet, you will be responsible for program delivery in the region to ensure that Nunavut communities have access to the resources, support, information and training to make informed decisions to implement their community’s economic development initiatives.
The Manager, Community Economic Development supervises subordinate employee’s, casual staff, summer students and interns as required.
The Manager, Community Economic Development leads the delivery of regional development programs. The position assists the Director to achieve the divisions goals and to deliver organizational development and capacity building programs in all industry sectors to maximize socio economic benefits for the region that reflect community plans. The position will assist in audits of programs and services and recommend actions to improve effectiveness. This role is also responsible for preparing briefing notes for senior management. The Manager will participate in the development of the department’s business plans, innovative policies, strategies and programs for community economic and social development to enhance service delivery efficiency and effectiveness. The manager will lead and participate in joint government, community and industry business development working groups. This position will also act as Tourism Officer as appointed by the Minister and is responsible for reviewing applications for potential outfitters and tourist accommodations, issue licenses, conduct inspections and research and follow up on potential violations under the Tourism Act and recommend corrective actions such as license suspensions, revocations and fines. The Manager is responsible for managing financial resources by assisting the Director in developing the division’s capital and operational budgets contributing to the overall budget. The Manager also submits financial reports including Financial management Board submissions. The Manager supervises the divisions contracting services and oversee human resources by assigning work and assessing the performance of subordinates. The Manager will also liaise with program staff and build a strong team environment within a safe, harassment-free and respectful workplace.
The knowledge, skills, and abilities required for this job are usually obtained through a recognized degree in Community Administration, Economic Development, Commerce, Public or Business Administration or a related field plus four (4) years of related work experience and two (2) years of supervisory experience. A strong understanding of Nunavut, knowledge of its people, its culture and appreciation of Inuit societal values is required to ensure they are reflected in the economic development programs and policies. The position requires effective oral and written communication skills, computer skills to be able to utilize database software and Microsoft Office Suite. The position requires strong leadership skills and ability to train, mentor and coach employees. This is a Position of Trust and a satisfactory Criminal Record Check is required.
The Official Languages of Nunavut are Inuktitut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktitut and experience working in a northern cross-cultural environment are also considered assets.
