 ABOUT THE PORT OF EVERETT 

The Port of Everett, located on Port Gardner Bay at the mouth of the Snohomish River, was formed by the citizens of Everett in 1918 to create economic opportunities and protect the waterfront for the community. The Port has a long history of providing marine-related services and appropriate public access to the waterfront. The Port strives to bring quality jobs, business, and tourism opportunities to its local and surrounding communities, and is committed to enhancing, restoring and preserving the overall environmental health of our waterfront through environmental remediation, pollution prevention and resiliency planning. 


The Port of Everett operates three lines of business: 1) international shipping terminals (Seaport); 2) marina facilities; and 3) real estate development. The Port operates eight shipping berths situated on approximately 125 acres of land, and specializes in handling high-value, conventional and over dimensional cargoes in support of the aerospace, military, construction, manufacturing, agriculture, energy and forest products industries. 


The Port of Everett runs the largest public marina on the West Coast with more than 2,300 recreational boating slips and a 13-lane public boat launch facility. On the real estate side, the Port owns 3,300 acres of property, including Jetty Island, and works to return environmentally damaged property to productive use, restoring economic prosperity to the waterfront. The Port’s properties also provide numerous public 

access and recreational opportunities for area residents and visitors to enjoy, supporting a vibrant, livable and balanced waterfront that generates economic and recreational opportunities. Through its operations, the Port supports nearly 40,000 jobs and contributes $433 million to state and local taxes.



JOB SUMMARY


The Director of Security and Safety will manage the Port of Everett’s security, safety and regulatory compliance programs. The position will be responsible for Seaport and Marina Security. As the appointed Facility Security Officer (FSO), the position is responsible for maintaining a security plan for each regulated marine terminal.  The position acts as the Port’s liaison with federal, state and local regulatory agencies, ensuring all facilities and operations comply with the safety and security regulations of those respective agencies. The position leads emergency planning and response, along with disaster preparedness programs and provides security, safety, and emergency response across the entire Port of Everett.  


     

SUPERVISORY RELATIONSHIPS


Supervisor Title: Chief Administrative and Financial Officer 

The Director of Security and Safety requires limited supervision from the Chief Administrative and Financial Officer in maintaining Port security, the Port’s Safety Program and close collaboration with the Port management team on policy issues and will seek guidance and report to the Chief Maritime Commercial Officer for Seaport security issues and the Chief of Marina Operations for Marina security issues.


The Director of Security and Safety provides direct supervision to the following staff:

• Security Lead 

• Security Staff 

• Part-time/Temporary Security Staff 

     

ESSENTIAL FUNCTIONS 


Strategic Planning & Management:

  • Provide a strategic vision, plan and oversight to improve the security of assets at the Port to ensure a safe and resilient operation at both the Seaport and the Marina
  • Exercise budgetary oversight, fiscal planning and grant resources to implement this plan
  • Build and maintain strong relationships with all partner agencies, including local law enforcement and emergency services, fostering collaborative efforts in crime prevention, investigation, and emergency response
  • Direct and monitor the scheduling and operational readiness of 24/7 security, ensuring effective and responsive security coverage for the Port
  • Set standards and guide talent development, overseeing hiring, setting performance standards, coaching, and evaluating staff to foster a skilled and responsive team. Recognizing the talent needs and personalities at the Seaport differ from the needs at the customer-focused Marina 
  • Ensure adherence to a comprehensive training program by promoting continuous learning and excellence in security and safety protocols
  • Perform other duties as assigned


Security:

  • Develop, implement, and maintain the Facility Security Plan (FSP) for those areas regulated by the Marine Transportation Security Act (MTSA)
  • Act as Port liaison to the United States Coast Guard (USCG), Custom and Border Protection (CBP), and local agencies in maintaining the integrity and security of the Port in accordance with the Code of Federal Regulations as the Facility Security Officer (FSO) 
  • Conduct and oversee all activities for continued enrollment as a Strategic Seaport and in the US Customs-Trade Partnership Against Terrorism (CTPAT) program
  • Create and implement cost-effective programs to secure the Port and its facilities, including efficiency improvements to minimize costs and achieve desired operational outcome
  • Work with the Planning Department to develop a Hazzard Mitigation Plan to allow access to grant funding
  • Implement industry best practices and standards and oversight of local security and life safety systems to prevent loss
  • Coordinate cybersecurity and management of security-related software and hardware with the Information Technology Department
  • Ensure the effective use and consistent availability of surveillance, access control and alarm systems
  • Manage third party security contracts and Port issued ID cards


Safety and Risk Management:

  • Integrate safety into planning, operations, and training in coordination with the business lines 
  • Act as the Port’s safety liaison with customers and service providers regarding their safety programs, ensuring all users of the Marine Terminals follow the PCMSC (Pacific Coast Marine Safety Code)
  • Act as the Port staff chair for the Safety Committee, conducting quarterly safety meetings for marina maintenance, seaport maintenance and administrative staff.
  • Create and manage a variety of plans and policies ranging from evacuation plans to regulatory manuals for all areas of the Port
  • Coordinate drills and training exercises, ensuring the Port is in a state of preparedness and in compliance with relevant laws and requirements, specifically as defined by 33 CFR part 105 for the Seaport
  • Work with Communications to update the Crisis Communication Plan
  • Perform necessary safety inspections at Port facilities regularly to ensure that regulatory and compliance items are being completed
  • Compile, analyze and interpret data related to exposure factors concerning occupational illnesses and accidents and prepare reports for OSHA and other regulatory authorities
  • Assist Human Resources with investigating all employee injuries

QUALIFICATIONS


Knowledge, Skills, & Abilities (KSA’s) Required of all Exempt Employees:

The possession of the following KSA’s by all exempt Port employees assures that the Port is maintaining a knowledgeable, capable, professional staff that is committed to the Port’s mission. As such, all exempt Port employees are expected to:


  • Demonstrate expertise specific to their profession and maintain appropriate licensing/certification
  • Possess intermediate level personal computer skills and the ability to effectively utilize electronic communication systems
  • Display the diplomacy necessary to address sensitive issues or complaints—both public and private
  • Possess effective conflict resolution and personal negotiation skills
  • Exhibit high ethical standards in the execution of position responsibilities
  • Cultivate and contribute to a dynamic, team-oriented work environment by being responsive, timely, respectful and knowledgeable
  • Communicate effectively in English, including the ability to read, write, analyze and interpret complex documents and other written material
  • Have the ability to make effective and persuasive group presentations
  • Have the ability to obtain and maintain a current Transportation Worker Identification Credential (TWIC)
  • Possess a valid driver’s license and maintain insurability under the Port’s auto insurance plan
  • Respond to evening, night and or weekend concerns/needs as required to fulfill position responsibilities
  • Possess intermediate level personal computer skills and the ability to effectively utilize electronic communication systems 


Required Work Experience and Education:

  • Bachelor’s Degree in Criminal Justice substantial industry experience may be evaluated as a substitute
  • Ten (10) year’s progressive experience in the Security field which may include service in the U.S. military, U.S. Coast Guard, Law Enforcement or U.S. Customs Service in a similar role
  • Experience in a Port facility or law enforcement agency; both preferred
  • Experience managing union-related matters, including contract negotiations and compliance with collective bargaining agreements
  • Experience with hazardous materials handling and use of environmental controls
  • Experience developing and administering a strong safety culture
  • Experience with developing and implementing security plans and associated staffing needs


Knowledge, Skills & Abilities:

  • Ability to assess operational data and implement performance improvements
  • Ability to apply systems thinking and link departmental goals and initiatives with enterprise strategies and objectives
  • Must successfully complete a US Coast Guard Approved FSO course within six (6) months of hire
  • Must have the ability to get Department of Defense clearance for classified matters
  • Must possess or be able to acquire a first aid/CPR/AED card within 60 days of hire
  • Must possess or be able to acquire a Washington State Boater’s Education Card
  • Knowledge of technical security systems/electronics, communications and countermeasures, including access control systems
  • Functional knowledge of U.S. Coast Guard regulations for Marine Terminal and Marina security operations
