Human Resources Manager – Compliance
Location: Denver, Colorado
Reports To: VP of Central Services
Collaborates With: HR Manager – People, Division Managers, Legal Counsel, Finance, and the Leadership Team
Position Summary
Leads the company’s HR compliance function—ensuring policies, systems, and practices are aligned with federal, Colorado, and local employment laws. This role owns the back-end operations that keep the company legally sound, audit-ready, and risk-resilient.
Key Responsibilities
- Administer and audit payroll for exempt (salaried) employees; ensure compliance with FLSA and Colorado Overtime and Minimum Pay Standards (COMPS Order)
- Implement and maintain compliant compensation structures and benefit administration processes
- Oversee all legally required training, including:
- Harassment & discrimination prevention (Colorado House Bill 22-1119 implications)
- Workplace safety (OSHA)
- Ensure accurate, compliant administration of protected leave programs:
- FMLA, ADA, HFWA (Colorado Healthy Families and Workplaces Act), and workers’ compensation
- Maintain and audit:
- I-9s and E-Verify compliance
- Secure personnel file management and legally mandated record retention schedules
- Lead all benefits compliance, including:
- ACA, COBRA, HIPAA, Form 5500, Profit Sharing, and 401(k) reporting
- File and coordinate required government reports:
- EEO-1, OSHA 300 logs, Form 1095-C, etc.
- Monitor regulatory changes (federal, Colorado, and local) and update internal policies, handbooks, and SOPs accordingly
- Serve as the HR lead for audits, investigations (internal or agency), and legal inquiries
- Own HRIS platforms (e.g., ADP, Workday, BambooHR); ensure data accuracy, system compliance, and actionable reporting
- Collaborate with Safety Manager/Operations on safety programs, training, and reporting (OSHA, state-specific requirements)
- Maintain compliant and current employee handbook and policies, incorporating:
- Equal Pay for Equal Work Act (EPEWA)
- Colorado Anti-Discrimination Act (CADA)
- Local leave ordinances, where applicable (e.g., Denver, Boulder)
- Lead HR initiatives involving cross-functional teams, timelines, and budgets—ensuring alignment with compliance objectives
Required Qualifications
- 5–10 years of progressive HR experience, including 2–3 years in a compliance-focused or leadership role
- Bachelor’s degree in Human Resources, Business, or related field
- Master’s degree or certification (SHRM-CP/SCP, PHR/SPHR) strongly preferred
- Experience managing HR compliance in multi-state or multi-site environments, with a working command of Colorado-specific laws
- Demonstrated success in benefits, leave administration, and regulatory reporting
- Proven ability to handle confidential and sensitive matters with discretion
- Effective communicator with strong writing, training, and interpersonal skills
- Known for sound judgment, follow-through, and calm under pressure
