Construction Consulting Engineer

Position Duties

Under administrative direction, provides engineering advisory services related to divisional or departmental projects and activities.  Performs other job-related duties as required.

Minimum Qualifications

 CAPITAL PROJECTS ADMINISTRATION:  A Bachelor's Degree in Engineering, Project Management, Construction Management, or Business Administration from a four year accredited college or university is required.  Four years of full time paid experience in project management of information systems is required.  Must have a State of Ohio Professional Engineer's License.  (Substitution:  Must have a temporary Professional Engineer License at the time of hire in which case, must have a permanent license within 90 days of the issuance of such temporary license.)  Project/Program Management certification is preferred.  Must be computer proficient and have experience using Microsoft Office and Projects as well as familiarity in the use and maintenance of project controls systems.  A valid State of Ohio Driver's License is required.  CONSTRUCTION PERMITTING:  A High School Diploma or GED is required.  A Bachelor's Degree in Architecture or Engineering from an accredited four year college or university is required.  Ten years of full time paid experience in building construction or Building Code enforcement, two of which should be in commercial plans examination, is required.  Must have a license to practice Architecture or Engineering in the State of Ohio and must be certified by the Ohio Board of Building Standards as a Master Plans Examiner, or must obtain such within six months of the date of hire.  Certification as a Building Official is preferred.  ENGINEERING & CONSTRUCTION:  A Bachelor's Degree in Engineering is required.  Four years of full time paid engineering or construction experience in the design or construction of roads and bridges is required.  Must have a State of Ohio Professional Engineer's License.  (Substitution:  Must have a temporary Professional Engineer License at the time of hire in which case, must have a permanent license within 90 days of the issuance of such temporary license.)  Must be computer proficient in spreadsheets and typing and have a working knowledge of AutoCAD.  A valid State of Ohio Driver's License is required.  Must be able to lift and carry a minimum of 30 pounds and have the physical capability to take measurements.  PORT CONTROL:  A High School Diploma or GED is required.  A Bachelor's Degree in Engineering or closely related field from an accredited four year college or university (or equivalent as determined by the Ohio Board of Registration of Professional Engineering and Surveyors) is required, a Master's Degree is preferred.  Two years of full time paid general engineering experience is required.  (Substitution:  Two years of full time experience may substitute for each year of college education lacking.)  A valid State of Ohio Driver's License is required.  Must have a Professional Engineer's License.  TRAFFIC ENGINEERING:    A High School Diploma or GED is required.  A Bachelor's Degree in Engineering is required.  Five years of full time paid engineering or traffic engineering experience is required.  Must have a Professional Engineer's License or must obtain one within six months of the date of hire.  Must be computer proficient and have a working knowledge of various related software packages.  A valid State of Ohio Driver's License is required.  WATER:  A High School Diploma or GED is required.  A Bachelor's Degree in Engineering or closely related field from an ABET accredited four year college or university (or equivalent as determined by the Ohio Board of Registration of Professional Engineering and Surveyors) is required, A Master's Degree is preferred.  Must be registered as a Professional Engineer (PE) in the State of Ohio or if PE license is in another state, you must have applied for an Ohio PE license at the time of hire and obtain it within four months of the date of hire.  Ten years of full time paid experience working as a degreed engineer is required. Must be computer proficient in Microsoft Office Suites and have a working knowledge of various software packages.

  • Roadway coordination/inspection on federally funded projects.
  • Evaluate ODOT change orders.
  • Bridge inspection on City bridge projects for both Capital and Requirements Contracts projects.
  • Provide inspection or oversee 3rd party inspection services provided through City’s General Engineering Services contract.    
  • Bidability and constructability review of City sponsored projects.
  • Provide input regarding recommended inspector training to ODOT standards.
  • Provide review/comments of structural items related to bridges, foundations, etc.
  • Construction engineering advisory services to divisional or departmental projects and activities, under administrative direction.
  • Project management during planning, design and construction of capital improvement projects, which range in size from very small up to multi-million-dollar investments.  Primarily City of Cleveland projects, but also those sponsored by other agencies such as ODOT, GCRTA, Cuyahoga County, and NEORSD.
  • Coordination of planning, design and construction activities with other City of Cleveland divisions and departments including City Planning, Traffic Engineering, Real Estate, Architecture and Site Development, Economic Development, Community Development, Public Works, and Public Utilities (CWD, WPC, CPP).
  • Coordination of work with private utilities.
  • Preparation of grant applications as needed; development of scope of services and requests for proposal as needed; consultant evaluation and selection; compliance with regulatory requirements.
  • Project liaison with neighborhood planning and implementing public involvement and public meetings; review and response to public comments. 
  • Construction document preparation; bid process administration; review of legal agreements for project related details.
  • Construction oversight including site visits and milestone inspections; construction progress meetings; invoice review and processing; claims negotiation; and project reporting. 
  • Attend all project meetings.
  • May assist in budget and work program preparation and administrative analysis. 
  • Attend conferences and seminars as needed.
  • Private development and utility project plan reviews as needed.
  • Investigates construction-related complaints, documents findings and assists with resolution; directs documentation of pay quantities, project records keeping, and initiation of change orders, approval and sampling of materials incorporated in work.
  • Communicates risks to the delivery of projects with the project team and client as they are identified and work to mitigate the risks.
  • Review project designs and deliverables for conformity to documented commitments, standards, and for quality assurance.
  • Perform critical thinking in development, evaluation, selection, and modification of standard engineering techniques and procedures.

Preferred Qualifications

  • A Bachelor's Degree in Engineering is required.  Four years of full-time paid engineering or construction experience in the design or construction of roads and bridges is required. 
  • A minimum of four (4) years of full time paid engineering or construction experience in the design or construction of road and bridges is required.
  • Must have a Professional Engineer’s License in State of Ohio or must obtain one with six months of the date of hire.
  • A valid State of Ohio Driver’s License is required
  • Must be computer proficient in spreadsheets and typing and have working knowledge of AutoCAD.
  • Experience with design build or other alternative delivery projects a plus.
