About the Department

The Program Assistant assists with the development and implementation of the Lead-Based Paint Hazard Control Program. This program aims to assist residents who reside in homes built before 1978 with lead paint hazards, and a child present in the home under the age of six. This position directly assists the Program Manager with clerical work, scheduling, field work, outreach, maintaining community partnerships, and finances. Additional tasks related to the LBPHC Program are completed appropriately and in accordance with all federal, state, and local regulations and policies related to lead-based
Paint.  Works well within diverse demographics, under short timelines and high-pressure situations and producing thorough and accurate results.  Multitasking is often required. 

Position Duties

1.Supports the Program Manager with efforts related to the development and      implementation of the LBPHC Program.

2.Supports the Program Manager to create uniformity between community implementation activities and LBPHC objectives and inputs.

3.Serves as a Flint LBPHC point-of-contact within the City of Flint administrative team to address day-to-day project needs in partnership with the LBPHC implementation team and community-based partners.

4.Engage with multi-sector coalition partners and community members, supports community convening activities and functions, tracks and manages program performance data to advance the vision of Flint LBPHC Program.

5.Facilitates communications and promotion of LBPHC activities and events via City of Flint channels (internal/external).

6.Attend community meetings, outreach events and networking functions to gather and share program-related information.

7.Assists with collecting data for writing program-related grant reports.

8.Evaluates and processes all documentation related to a Lead-Based Paint Hazard Control Program application.  Assign cases to applicable field staff promptly.  

9.Collects, evaluates, and processes LBPHC applications, including program eligibility assessment, income qualification, verification of property taxes, and collection of building, site, and property owner information.  Applications should be assessed and approved or assessed and follow-up letters sent within two (2) weeks of receipt or sooner involving elevated blood-lead levels.

10.Assists the Lead Based Paint Hazard Program Manager in writing new grants for further funding and program resources.

11.Works on special projects, such as arranging Lead-Worker Classes with MDHHS as needed for residents with delinquent property taxes.

12.Works in coordination with the Office of Public Health on other relevant duties and projects.

13.Perform duties assigned to lower-classified employees as required. 


Minimum Qualifications

  1. High School Diploma or equivalent. 
  2. Associate’s degree from an accredited college or university is preferred. 
  3. One (1) to (2) two years of progressively more responsible clerical experience.
  4. Possession and maintenance of a valid State of Michigan driver’s license.
  5. Availability to work two (2) weekend days each month for community outreach, as required. 
  6. Ability to meet the travel requirements of the position both local and out of state, as required. 

NECESSARY SPECIAL REQUIREMENT:
       1.  Must obtain the MDHHS State Lead License within six (6) months of hire.
