Overview:

We are seeking a full-time, remote Technical Project Manager (PM) to lead a dynamic federal contract delivering enterprise data analytics and shared services support for the General Services Administration (GSA). This role plays a critical part in supporting the implementation of agency-wide data strategies and advancing the goals of the Federal Data Strategy through high-impact, user-centered solutions.

 

The PM will serve as the primary point of leadership for both the technical team and federal stakeholders. This includes cultivating collaborative relationships, providing strategic guidance, and ensuring timely access to critical data and reporting for internal and external stakeholders.

Responsibilities:

· Provide technical leadership and subject matter expertise in enterprise data analytics, encompassing operations & maintenance (O&M), IT service management, and modernization initiatives.

· Lead all aspects of contract performance, including:

o Weekly and monthly status reporting and deliverable tracking

o Quality Assurance Surveillance Plan (QASP) artifact preparation and monthly reviews with the Contracting Officer (KO) and/or Contracting Officer’s Representative (COR)

o Bi-weekly stakeholder meetings to drive alignment and transparency

o Cost, schedule, and performance (CSP) oversight across the contract

o Generation of technical and financial burndown reports

· Develop and manage detailed project plans for federal IT initiatives—defining project scope, timeline, milestones, and resource allocations.

· Collaborate with technical teams (e.g., database administrators, developers, system engineers) to troubleshoot issues and optimize system performance.

· Leverage commercial off-the-shelf (COTS) tools such as Jira, Confluence, Google Workspace, and ClearQuest OCP workflows to support project tracking, collaboration, and transparency.

· Foster strong relationships with internal stakeholders and external partners, including subcontractors. Ensure partner alignment with contract goals and organizational strategy.

· Proactively identify risks and mitigation strategies to ensure project success.

Qualifications:

· Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related technical discipline – OR – a minimum of 6 years of directly relevant technical project management experience.

· Demonstrated experience with enterprise data analytics tools and platforms such as MicroStrategy, Databricks, AWS, and Oracle.

· Hands-on experience with Agile methodologies and Scrum, including backlog grooming, sprint planning, and velocity tracking.

· Strong understanding of program management principles, including milestone tracking, risk management, and contract deliverable oversight.

· Excellent communication and leadership skills with a proven ability to guide technical teams and interface with senior-level federal stakeholders.

· Ability to obtain and maintain a Public Trust (HSPD-12) clearance (typically satisfied with an active PIV card issued by any federal agency).
