About the Department

Whatcom County Health & Community Services is recruiting for the position of Accounting Supervisor. This critical position provides high-quality financial information for a diverse group of managers, community boards, and elected officials in support of the mission and objectives of Health & Community Services. The successful candidate must be able to work in a fast-paced environment and effectively prioritize to handle multiple priorities and deadlines.
Key duties include:
- Overseeing financial operations in a multi-fund environment.
- Assisting in the preparation of the department budget and monitoring expenditures.
- Providing monthly reporting.
- Assisting managers and supervisors with monitoring of budget to actual expenditures.
- Monitoring and assuring compliance with grants and contracts.
- Preparing year end reporting to funding sources including State of Washington BARS.
- Coordinating with the Finance Department on the annual audit.
- Supervising a team of 6 accounting staff.
- Leading day-to-day operations of the Health and Community Services accounting office, overseeing financial operations in a multi-fund environment. Serving as the department liaison with auditors.
- Directing the work of assigned staff to assure department compliance with county, state, grant and contract financial reporting requirements.
- Providing direction to professional staff on development of financial terms in contracts, including determining indirect costs.

Work location: 509 Girard Street, Bellingham, WA
Work Hours: Monday - Friday 8 AM - 5 PM

Minimum Qualifications
Requirements:
- Bachelor’s degree in accounting, finance, business or public administration or a related field;
- 4 years of progressively responsible related accounting experience;
- 2 years supervisory experience;
- Proven experience working with complex Excel functions including but not limited to pivot tables and lookups; and analyzing and interpreting financial data to provide actionable recommendations.
- Completion of the course work requirement for a CPA, including 36 quarter hours of course credit in each of the following: (1) accounting and (2) business.
- Experience in public health or human services and with an integrated financial management system.
- Experience in public health or human services, local government and an integrated financial management system.
- Experience in coordinating payroll processing.
- Experience in negotiating or administering government contracts or contract compliance administration.
- Experience in Lean Six Sigma principles.
