Kachemak Bay Flying Service (KBFS) is a wholly owned subsidiary of System Studies and Simulation (S³), providing a variety of aviation services to commercial, Government, and Partner Nation customers.
KBFS has locations in Temple, TX; Crestview, FL; and Geneva, AL. KBFS currently holds certifications for CFR 14 FAA Part 133 (External Loads), 135 (Non-Scheduled Transport), 137 (Agricultural Spray Operations), 141 (Flight Training), and 145 (Repair Station). In addition to its current commercial operations, KBFS provides contract aviation support to the Department of Defense, other US Federal Agencies, and US approved Foreign Militaries and security organizations. The S³/KBFS Crestview, FL International ISR Training Academy provides pilot, mission system operator, flying crew chief, and loadmaster qualification training in air-land, airdrop, and Intelligence, Surveillance, and Reconnaissance (ISR) mission sets. KBFS Geneva provides Fixed Base Operations support for the Geneva Municipal Airport and is the recipient of the 2023 FAA Award for Airport Manager of the Year under Manager Bryan Pike. KBFS Temple provides Flight Training, Aircraft Maintenance, and Avionics support, and Commercial Aviation Operations.
KBFS has an immediate opening for a Program Control Analyst to support our home office in Research Park, Huntsville, AL. This not a tele-working position.
Job Description:
Working independently, provides solutions to a wide range of difficult problems requiring knowledge gained through experience. Objectives are specifically stated, but methods for achieving them are left to the incumbent. Provides project planning and control support for multiple contracts. May supervise the work of lower level employees. Incumbent may perform one or more of the following:
Duties:
- Develop solutions to complex problems requiring initiative and innovation.
- Provides project planning and control support for an OCONUS contract worth several hundred million dollars.
- Facilitate project setup, prepare the contract work plan (company template) with all pertinent contract information for the projection, tracking and reconciliation of labor hours/costs and material costs with Deltek Costpoint and/or Quick Books in commercial applications.
- Prepare and provide Individual Work Authorizations for the contract staff to identify proper contract charge codes, verifies timecard charges in Costpoint against budgets, and initiates employee charging in Costpoint systems.
- Enter and track data through SharePoint applications and maintain task products inclusive of an internal auditable notebook of task processes, product deliverables, and schedules.
- Establish, maintain, processes, and updates files, records, certificates, and/or other documents as required.
- Prepare Budge Assessments, analyze cost and assess performance on multiple project elements, and develop and monitor budgets.
- Create, maintain program, and project schedules.
- Develop monthly performance and cost reports to meet customer requirements and deadlines.
- Evaluate timecards in Deltek to ensure employees are properly charging and implement into work plans.
- Create and maintain Individual Work Authorizations and assign labor codes.
- Analyze the contract work authorization to develop the work plan for contracts.
Qualifications:
- Bachelor's Degree in Accounting or Finance with four (4) years' of relevant experience as a PCA or similar.
- Must have Deltek / Costpoint experience.
- Must have a skillset level of 3 out of 5 with Excel Spreadsheets.
- Experience with identifying project expenditures, budget preparation, and updating.
- Experience with building work plans for Fixed Firm Price and Cost Plus contracts.
- Experience with tracking labor hours and incurred cost.
- Have at least two (2) years' experience with Share Point.
