About the Department

POSITION SUMMARY:
An employee in this position performs technical and trades work in the maintenance and repair of buildings, grounds, and other facilities for the Facilities Maintenance Department of Harnett County. Work includes maintaining County buildings and grounds as well as assisting in construction, plumbing, electrical, mechanical, HVAC, and carpentry trades work.
Hiring Range: $36,697.00

Position Duties

ESSENTIAL FUNCTIONS OF THE POSITION:

  • Performs minor remodeling of rooms such as installing or removing light or plumbing fixtures, repairing walls, repairing roof leaks, hanging or repairing doors, laying carpet, installing coat racks and bulletin boards; repairing furniture; and painting interior and/or exterior walls.
  • Pressure washing, cleaning gutters, roof cleaning and inspections.
  • Inspect fire extinguishers, mechanical rooms, elevators, and emergency lights monthly.
  • Inspects and maintains the county generators.
  • Set up training room and the Commons for meetings.
  • Assist with moving offices, installing furniture, hanging pictures and carrying supplies to county buildings.
  • Pick up cardboard from county buildings.
  • Assist with storm clean up; debris removal.
  • Escort vendors around to each county building.
  • Occasional custodian duties (emptying trash, mopping/sweeping, cleaning bathroom).
  • Must be able to drive and operate a vehicle to travel as needed.
  • Works on-call as scheduled or needed.
  • Performs other related duties as assigned.

Minimum Qualifications

MINIMUM REQUIREMENTS TO PERFORM WORK: 

  • High school diploma preferably supplemented by course work in trade skills;
  • One (1) year of work experience involving one or more trades;
  • Or equivalent education and/or experience.
  • Possession of a valid North Carolina driver's license.
 KNOWLEDGE, SKILLS, and ABILITIES: 
  • Knowledge of trade skills.
  • Knowledge of safety regulations, occupational hazards, and related safety precautions in the work.
  • Knowledge of painting trade practices and skills.
  • Skill in using and caring of tools.
  • Ability to read and interpret blue prints and plans.
  • Ability to detect by inspection broken or worn parts.
  • Ability to maintain records of work activities.
  • Ability to climb and work on ladders.
  • Ability to understand and follow oral and written instructions and to give clear oral instructions      
  • Ability to establish and maintain effective working relationships with coworkers, supervisors, and County clients.

Other Qualifications

PHYSICAL DEMANDS:
Must be able to perform medium work frequently exerting up to 30 pounds of force to lift, carry, push, pull, or otherwise move objects; and occasionally requiring to exert up to 50 pounds of force to move objects.  This work also involves the physical abilities of balancing, climbing, crawling, crouching, feeling, grasping, handling, perceiving sounds at normal speaking levels, discriminating among sounds, kneeling, lifting, having manual dexterity, using mental acuity, pulling, pushing, reaching, performing repetitive motion, speaking, standing, stooping, expressing ideas by the spoken word, shouting to be heard above ambient noise, and walking.  An incumbent must also possess the visual acuity to analyze data, work with color or depth perceptions, determine accuracy or observe facility work, operate computers, and operate machines such as drills and power saws, to perform skilled trade tasks; and to keep and maintain various records.

WORK ENVIRONMENT:
The employee is subject to hazards at work including: exposure to vibrations; proximity to moving mechanical parts and electrical current; working in high places; and exposure to chemicals, fumes, odors, dusts, mists, gases, and oils.  The employee is also subject to working in close quarters such as crawl spaces and small rooms. Requires performing plumbing tasks which subjects the employee to compliance with OSHA standards on blood borne pathogens.  Works on-call as scheduled.
