ABOUT THE FACILITIES DIVISION: Our Facilities Division of the Parks and Recreation Services Branch performs maintenance at over 25 miles of boulevards, 465 parks, including 26 community centers, 8 indoor swimming pools, 2 outdoor (summer) swimming pools, 4 environmental education centers, 2 small-craft centers, 4 golf courses, and an outdoor stadium. We place a strong emphasis on providing excellent customer service to the public, clients, and staff to ensure public safety and enjoyment while they are at SPR facilities and parks.
Position Description: Parks & Recreation Facilities Division is seeking a Construction and Repair Crew Chief for our Concrete/Paving Unit. This position supervises the work of cement finishers, installation maintenance workers, and maintenance laborers involved in a wide variety of facility maintenance and repairs including but not limited to, concrete and asphalt paving, tile installation and repair, and pool plaster repair.
Plan workload, schedule staff, allocate equipment and materials, layout jobs, instruct employees in how to accomplish the work, observe the safe and efficient progress of the work, and review the finished product for conformance to standards. The work requires a knowledge of cost estimation, construction techniques and supervisory principles. The work also requires the ability to read blueprints and make decisions related to staffing and work prioritizations. This position is represented by WA State Council of County and City Employees, Local 21Z Crew Chiefs and Supervisors.
We are currently recruiting for one (1) regular, benefited position on the Day Shift between the hours of 6:00 a.m. to 4:30 p.m., on a 4-day, 10-hour shift.
Position Duties
- Assign and dispatch crews on daily work and determine section priorities for subordinate staff.
- Lay out, monitor, manage, and inspect projects of staff to ensure safe and effective progress.
- Review finished product for conformance to regulations and standards (Compliance Inspections)
- Supervise, compliment, discipline, monitor, and evaluate employee performance.
- Prioritize work orders, coordinate work with other trades, crews, and contractors.
- Repair, install and finish concrete walls, curbs, sidewalks, and Accessibility ramps on Parks owned properties.
- Participate in Proview Tech meetings using Bluebeam Revu to assess digital construction plans and documents for accuracy, feasibility, and compliance with project standards. Providing clear and constructive comments, suggestions, and concerns related to constructability, safety, and scheduling impacts.
- Installation and repair of asphalt on Parks owned properties.
- Install and repair both indoor and outdoor floor and wall tiles.
- Re-plaster pool shells, saw-cut and chip out cracked plaster and determine condition for repair such that new plaster bonds to existing shell.
- Estimate labor and material costs.
- Order, stock, and maintain inventory for a wide variety of materials and equipment.
- Assigns daily work and determines section priorities for staff.
- Inspects projects performed by staff and contractors, making on-site visits.
- Proficient in reading and interpreting architectural and technical blueprints.
- Attends project meetings.
- Coordinates workflow and emergency services with other divisions including Grounds Maintenance, Recreation, Plumbing Shop, Electrical Shop, Machine Shop, Paint, and Carpenter Shop.
- Ensures equipment is serviced according to preventive maintenance schedules.
- Performs other related duties of a comparable level/type as assigned.
Minimum Qualifications
MINIMUM QUALIFICATIONS:
Four years of public works experience including two years of training in administration of construction projects (Combination of education, training and will be evaluated on an individual basis for comparability).
REQUIRED QUALIFICATIONS:
License, Certification, and Other Requirements
- Current Washington State driver's license or evidence of equivalent mobility.
OTHER QUALIFICATIONS:
- Five years’ experience laying and finishing concrete.
- Ability to resolve conflicts and build teams in a diverse workforce.
- Three years’ experience supervising crews of six or more employees.
- Strong leadership qualities are essential for this role.
- Effectively prioritize and schedule projects, aligning them with departmental needs.
- Three years’ experience planning and estimating work.
- Be highly motivated and able to work as a team member in a demanding work environment, meeting tight deadlines.
- Basic computer skills, including the ability to use standard office software and work order/asset management systems for tasks such as record-keeping, reporting, and communication.
- Two years’ experience repairing and installing asphalt.
- Can work in a fast-paced environment.
- Competence in maintaining clear and comprehensive written records.
- One year experience installing and repairing plaster.
- Effective communication skills to coordinate maintenance activities, convey operational needs, concerns, and procedures.
- Exhibit a high level of proficiency in verbal communication to convey information effectively and professionally.
- One year experience installing and repairing tile.
- Experience in interacting with the public coupled with a high level of proficiency in customer service.
- Experience maintaining multiple municipal or large commercial facilities.

- Required to stand, walk, or bend for extended periods of time.
- Required to work outdoors in all types of weather.
- Work at heights on ladders or scaffolding.
- Frequently required to lift objects weighing up to 50 pounds.
- Occasionally requires handling or working with toxic/hazardous substances.
- May work near heavy equipment.
- May work in confined spaces.
- Dependent on business needs, candidates may be required to obtain a respirator clearance fit test.

The full salary range for this position is $45.30 – $48.98 hourly.
