About the Department

THIS POSITION IS DESIGNATED AS NON-BARGAINING UNIT AND THE INCUMBENT SHALL SERVE IN AN "AT-WILL" CAPACITY.

The Riverside Transit Agency is recruiting for the position of Surveillance Specialist. The Surveillance Specialist reviews video footage of recorded images in transit terminals, RTA facilities, and on buses, in response to customer service complaints, accidents, incidents, and other administrative matters.

Position Duties

The following duties are standard for this position.  The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.

 

Reviews all video footage recorded images in transit terminals, RTA facilities or RTA buses in response to customer service complaints or for accidents, incidents and other administrative matters that have to be recovered by RTA personnel, or any other element of the Agency.  

 

Acts as liaison within the Agency regarding recovery and storage of video images and associated equipment.  

 

Ensures complaints, accidents, or incidents within bus services are reviewed, downloaded, and stored based on procedure and requests from the Operations and/or Maintenance Departments.  Interacts with passengers or third parties who have filed complaints with the Agency to ensure that all relevant facts are gathered and a thorough investigation is completed.  Where appropriate, prepares supporting documentation while maintaining critical timelines in potential disciplinary matters submitted to RTA management and executive staff, as governed by the Memorandum of Understanding and Agency rules and regulations. Maintains strict confidentiality of all information reviewed. 

 

Oversees and coordinates work efforts independently and reports progress and major developments to the appropriate management personnel. 

 

Recovers images upon request and administers all video evidence reports and recovered video images, to include accountability, accuracy, storage and retrieval of bus accidents, incidents, complaints, and/or any requests from authorized personnel. 

 

Creates templates for coaching and disciplinary notices where various rules and regulations are researched and documented.  Proposes specific rule violations to be used for disciplinary notices for management and executive staff consideration.

 

Responsible for researching past disciplinary issues which is considered to determine appropriate coaching or discipline.  

 

Responsible for the monitoring of daily reports to ensure discipline is issued in a timely manner in accordance with the MOU. Responsible for monitoring and generating complaint reports on a regular basis and distributing updated reports to staff in a timely manner.  


Investigates instances of excessive day passes issued and reporting findings to ensure compliance with Agency policies.

 

Utilizes the Agency ITS system to investigate complaints and direct observations.

 

Collaboratively works with other departments to understand operator training requirements and gather necessary documentation used for coaching and discipline.   Such documentation may include retraining notices, transportation bulletins, etc.

 

Reviews trends, patterns of rule violations resulting from disciplinary and coaching notices and proposes memorandums, bulletins to address issues and prevent further occurrences.

 

Reviews all requests for digital video evidence and forwards copies of the downloaded images to authorized parties in a manner consistent with established policy.     

 

Maintains a log of all downloaded recordings to include the date of the event, the date of the request, the date of downloading and the persons to whom copies were sent.

This job has no supervisory responsibilities.

 

Minimum Qualifications

QUALIFICATIONS  To perform this job successfully, an individual must be able to perform each duty satisfactorily. EDUCATION and/or EXPERIENCE 

High school diploma or general education degree (GED); and one year of experience with video surveillance technology/software; or equivalent combination of education and experience.

 

LANGUAGE SKILLS 

Ability to read and comprehend simple instructions, short correspondence, and memos.   Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.

 

MATHEMATICAL SKILLS 

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. 

 

COMPUTER SKILLS

Knowledge of basic office equipment and personal computers. Familiarity with software programs such as Microsoft Office, to include Word, Excel, Access, etc., of which Microsoft Excel is required.   Ability to effectively create and use spreadsheets.

 

REASONING ABILITY 

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  Ability to deal with problems involving several concrete variables in standardized situations. 


CERTIFICATIONS, LICENSES, REGISTRATIONS
Must possess and maintain a valid California driver's license.

OTHER SKILLS AND ABILITIES 

Demonstrated ability to manage highly confidential information and property.

 

Demonstrated ability to organize and track large volumes of requests and records.

 

Ability to independently organize and carry out assignments with minimum directions as well as the ability to function effectively as a member of a team.

 

Ability to type 45 wpm and use a 10-key calculator by touch.  Ability to make mathematical calculations quickly and accurately.  Ability to analyze, evaluate and prepare clear and concise reports from various statistics.

    • Must have no more than 1 Attendance Point in the last year.  
    • Must have zero preventable accidents/ max of 1 written warning in the last year.
    • Performance Appraisal ratings must be at or above "Meets Standards."
    • Applications to transfer to a different department will be accepted once the 120-day probationary period has been successfully completed.
