This is an exciting opportunity to take on a key role in advancing our University's goal of embedding equity, diversity and inclusion, and becoming an anti-racist institution. You will play a key role in fostering an inclusive culture where every member of our University community to achieve their fullest potential.
You will be reporting to the Head of Equity, Diversity, and Inclusion (EDI) within the EDI Hub, located in the Vice-Chancellor’s Office. The team is dedicated to delivering the University’s EDI and anti-racism ambitions through strategic leadership, collaborative partnership and evidence-informed approaches.
You will be responsible for programme managing the University’s Strategic Equality Plan (SEP) 2024 – 2028. You will lead and support the SEP Programme Board and Shadow Board, and work with key contacts and project leads across the University to embed the SEP Objectives:
• Cynefin (pronounced kənˈɛvɪn or kuh-nev-in) can be understood to mean the place where we feel we belong – a familiar habitat to which we are accustomed and in which we feel rooted. It signals a trusted relationship with a particular, recognised environment and its multiple interconnected relations.
• Tegwch (pronounced teːɡʊχ or teg-ookh) is defined as equity, fairness, justice or impartiality.
• Cyfrannu (pronounced kəvˈrani or kuv-ranee) is defined as the act and culture of contributing. It encapsulates the impact we have outside the University through our education, research, innovation, civic mission and operational activities.
This position is a leadership role within the EDI Hub and will support the Head of EDI to lead positive change in the University. You will build strong relationships, work collaboratively with a wide range of colleagues in departments, schools and colleges, and utilise programme management approaches to deliver organisation-wide impact and achieve strategic objectives.
This post is full-time (35 hours per week), available from November 2025 and fixed-term until 31 August 2026. Applications for internal secondments are welcome.
Salary: £51,039 - £55,755 per annum (Grade 7)

Job Description
The Strategic Equality Plan (SEP) 2024–2028 sets out Cardiff University’s commitment to embedding equity, diversity and inclusion across all areas of our work, aligned with our institutional Strategy, Our Future, Together. The SEP is delivered through a programme structure comprising a Programme Board, Shadow Board and themed workstreams. The Programme Manager is responsible for overseeing this delivery framework and enabling governance, accountability, and alignment across the institution.
Duties and Responsibilities
Key Duties:
Programme manage the University’s Strategic Equality Plan (SEP), including:
• Monitor and evaluate delivery of the SEP, working with project leads and teams to ensure outputs and outcomes are realised;
• Maintain a programme-level risk and issue register and put in place appropriate mitigating actions;
• Act as secretary and provide strategic advice to the Chairs of the SEP Programme Board and Shadow Board, including through written and oral briefings;
• Oversee and co-ordinate the delivery of workstreams aligned to SEP objectives;
• Work with the Charter Mark Manager and Race Equality Charter Manager to ensure alignment of action plans with the SEP;
• Support internal partners to develop project briefs and cases for change to be considered by the SEP Programme Board
• Provide effective leadership and people management to ensure robust governance is established for in-person and hybrid meetings;
• Build strong relationships with teams in Human Resources, Communications and Marketing, Transformation Delivery, Research and Innovation Services and Students’ Union and working groups such as the Widening Participation Board (part of Education and Student Experience)
• Support the Head of EDI in developing comprehensive finance and resource planning at the programme level (details TBC)
Support Colleges and Schools in implementing the University’s Strategic Equality Plan at a local level, including through:
• Work collaboratively with the three Associate Deans of EDI in each College
• Provide advice on aligning College/School-level action plans with the University-wide SEP, including on data and monitoring mechanisms;
• Advise Senior leaders on effective interventions to enable change, for example by sharing and embedding good practice inside and outside the University.
Contribute to the wider work of the EDI Hub, including:
• Collaborating with wider teams in Professional Services and Colleges to align cross-functional projects with the SEP
• Supporting and promoting celebrations of diversity and awareness events
• Supporting the development and facilitation of a pan-University EDI Community of Practice
• Supporting internal and external communications to increase transparency and staff engagement with the SEP

Knowledge, Skills and Experience
1. Degree/NVQ 4 or equivalent / Professional membership/experience;
2. Knowledge of the equity, diversity and inclusion landscape in Wales, including the key issues facing Higher Education Institutions;
3. Experience working on issues relating to equity, diversity and inclusion, such as tackling harassment or discrimination, or promoting equal opportunities for all;
4. Proven experience of programme management, including overseeing multiple projects, managing governance processes, tracking interdependencies, benefits, risk, issue and resource planning in a complex organisation;
5. Demonstratable experience of providing inclusive leadership or line management that supports team wellbeing, learning and motivation.
Customer service, communication and team working
6. An ability to develop strong and collaborative internal relationships with stakeholders at all levels, including senior levels;
7. Experience of working with a range of stakeholder to deliver change, including bringing people together where there is disagreement on the best way forward;
8. Excellent verbal and written communication skills, with the ability to present detailed information and robust advice to senior stakeholders in a clear and succinct way, responding effectively to constructive challenge when required;
9. An understanding of the role of internal and external communication strategies in delivering change.
