Hybrid Outreach and Business Transformation Project Manager bei Harrow Council

The London Borough of Harrow is seeking an Outreach and Business Transformation Project Manager to lead key initiatives that support the Housing Needs service plan. This role is central to driving digital transformation, improving customer satisfaction, and delivering value-for-money projects. The postholder will oversee the implementation of the Homelessness and Rough Sleeping Strategy, manage outreach programmes, and collaborate across departments to embed innovation and efficiency. Strong leadership, strategic thinking, and a proactive approach to overcoming challenges are essential, along with a commitment to continuous improvement and partnership working.

The successful candidate will have:

• Strong understanding of housing services, particularly homelessness, rough sleeping strategies, and outreach programmes within a local government context.
• Experience of business transformation principles, project management methodologies, and change management practices.
• Awareness of relevant legislation, policies, and statutory requirements affecting housing and social care services.
• Understanding of digital tools and technologies that support service delivery, including data analytics, CRM systems, online portals, and process automation.
• Strong communication skills, both written and verbal, with the ability to present complex information clearly to diverse audiences, including senior managers and elected members.
• Effective negotiation and influencing skills to build consensus and drive change across multiple teams and partners.
• Proficiency in using digital tools for data analysis, reporting, and communication (e.g., Excel, Power BI, CRM platforms).
• Ability to work independently, manage competing priorities, and respond flexibly to changing service needs.
