About the Department

*Note: Employees in these positions will be scheduled for not more than twenty-four (24) hours per week.

The Human Resources Specialist, under the general direction of the Human Resources Manager, performs a wide variety of Human Resources work.  Duties include managing the onboarding of new hires, internal transfers, promotions, interns, independent contractors, student observers, and agency contractors. This includes ensuring pre-hire credentialing requirements are met, participating in new hire orientation, ensuring cost centers and grant funding is accurate, updating required tracking databases and spreadsheets, and completing required forms.  The Human Resources Specialist will maintain the ID Badge system, make ID Badges for HealthWest staff, including coordinating building access required from outside agencies.   The Human Resources Specialist assists staff with the Online Hiring Center (OHC), the PERFORM performance management system, Laserfiche Forms, Universal Credentialing System, and other HR systems.   The Human Resources Specialist/HW will conduct credentialing document reviews and help prepare for credentialing audits.  The Human Resources Specialist will provide administrative support for the Office of Recipient Rights and help prepare for audits.  In addition, the Human Resources Specialists will provide limited coverage for higher-level HR staff when they are out of the office.  The Human Resources Specialist will support the Human Resources Manager with tasks and projects as needed.

Position Duties

1. Possess an associate’s degree in a business program from an accredited university, college, or business school; AND have one (1) year of human resources, credentialing, or advanced administrative support experience.
OR
Be a high school graduate or have successfully completed the General Education Development Test (GED); AND have three (3) years of human resources, credentialing, or advanced administrative support experience.
2. Possess a valid driver’s license and the ability to obtain a Michigan Driver License within 30 days of employment.
3. Must have reliable transportation that may have to be used to carry out job duties of this classification.

Preferred but not Required
1. Bilingual candidates are highly desired.
2. Lived experiences with mental illness/developmental disabilities/substance use disorders valued.
3. Individuals in Recovery and individuals with experience in Armed Services valued.

Minimum Qualifications

PHYSICAL ACTIVITIES
An employee in this class performs generally sedentary work activities requiring the occasional lifting of objects weighing up to thirty-five (35) pounds.

ENVIRONMENTAL CONDITIONS
An employee in this class may work in office or remotely depending on department needs, although travel to all HealthWest and Muskegon County sites for meetings, training, employee events, or other activities as needed.

EVALUATION CONTENT

Applicants for County employment may be subject to a post-offer criminal background check, depending on the nature and assignment of the position. When such check is conducted, an offer of employment is contingent upon the results of the criminal background check.  Appointees must satisfactorily complete a probationary period before the appointment will be considered permanent.

The purpose of this recruitment is to establish an eligible list from which to fill present and future vacancies in this classification in the County system.  For each opening, the Department Head has her/his choice of the candidates who meet the required minimum entrance qualifications.  This list remains in effect for three months unless exhausted or extended.
