We are seeking a highly capable and experienced Model-Based Systems Engineer (MBSE) to support enterprise and system-level engineering for the FAA’s next-generation air traffic control systems, including modernization efforts across STARS, ERAM, and the broader NAS infrastructure.
This position involves applying advanced systems engineering practices, model-based approaches, and cross-domain integration knowledge to support the full FAA Acquisition Management System (AMS) lifecycle—from investment analysis through acquisition, development, and implementation oversight. The ideal candidate combines strong technical knowledge with excellent stakeholder engagement and communication skills to help deliver mission-critical systems that support safe, efficient, and scalable operations across the national airspace.
Key Responsibilities:
Requirements Engineering & MBSE Development
- Capture and manage system-level and enterprise requirements using model-based systems engineering (MBSE) techniques and tools.
- Apply systems modeling languages (e.g., SysML, UML) to represent and trace requirements through logical and physical system models.
- Lead development of:
- Use cases and operational scenarios
- Functional decomposition
- CONOPS translation and stakeholder needs analysis
- Requirements definition and traceability using DOORS and SysML tools
- Translate operational needs into model-based requirements and architecture elements with traceable logic.
Architecture Design & Systems Modeling
- Design and maintain comprehensive architecture views including:
- System Views – Interfaces, subsystems, integration patterns
- Operational Views – Functional scenarios and user interaction flows
- Technical Views – Infrastructure, procedural, and performance frameworks
- All Views – Project-level system dictionaries, capability matrices, and traceability
- Utilize MBSE platforms such as Cameo, Rhapsody, or Enterprise Architect to generate architecture models and system behaviors.
- Apply Unified Architecture Framework (UAF) or equivalent to support enterprise-wide alignment and cross-domain modeling.
- Develop and validate simulation models, activity diagrams, parametric models, and performance indicators using analytical techniques and modeling platforms.
Functional & Gap Analysis
- Conduct shortfall/gap analyses to assess where legacy or in-development systems do not meet stakeholder or regulatory requirements.
- Recommend architectural, technical, or functional improvements to address gaps and enable next-gen operational goals.
- Evaluate safety risks, human-system integration, performance thresholds, and interface constraints.
Technical Oversight & Implementation Support
- Support the transition from architecture and design to implementation, including reviews of:
- Contractor-developed designs
- Test plans and system verification artifacts
- Traceability and validation efforts against FAA performance objectives
- Ensure design alignment with enterprise requirements and FAA AMS lifecycle checkpoints
Enterprise Integration & Stakeholder Engagement
- Collaborate with FAA program offices, stakeholders, and contractors to align engineering artifacts with operational needs and regulatory mandates.
- Engage stakeholders to elicit, validate, and refine requirements across NAS domains.
- Provide technical leadership and facilitation of stakeholder meetings, workshops, and architecture reviews.
- Maintain awareness of legacy FAA systems, new technologies, and emerging architectures (e.g., cloud, SWIM, Zero Trust, open architecture initiatives) to inform modernization strategies.
- Evaluate end-to-end system design alternatives based on established architectural patterns and operational context.

- U.S. Citizen or Green Card Holder with at least 3 years of U.S. residency.
- Demonstrated expertise in:
- MBSE tools (e.g., Cameo, Rhapsody, Enterprise Architect) and systems modeling languages (SysML, UML)
- Requirements engineering using model-based approaches
- Use case development, functional decomposition, and stakeholder needs analysis
- Simulation and analysis methods for system behavior and performance evaluation
- Strong understanding of:
- Technical integration of software, hardware, and procedural systems in air traffic environments.
- Ability to manage and guide highly technical teams, while facilitating communication across engineering, operations, and non-technical stakeholder groups.
- Excellent verbal and written communication skills to convey complex technical concepts clearly to diverse audiences.
Required Education and years
Level I
- 0-4 years of experience and a Bachelor’s degree in systems engineering or related field.
- Substitution: High school degree and an additional 6 years of experience
Salary Ranges: $70,000 - $109,375
Level II
- 5-9 years of experience and a Bachelor’s degree in systems engineering or related field.
- Substitution:
- Masters degree with 3-7 years of experience would qualify
- PHD degree with 0-4 years of experience would qualify
- Highschool degree with a minimum of 14 years total.
Salary Ranges: $77,000 - $120,275
Level III
- 10-15 years of experience and a Bachelor’s degree in systems engineering or related field.
- Substitution:
- Masters degree with 8-13 years of experience would qualify
