This position is part of the Adult Services Division within DCHS and will be part of the Veteran Initiatives team. The position will provide contract management and support to key veteran initiatives, including system-level support. This position will work closely with the Veterans Initiatives Manager and the King County Veterans Program. This job posting may be used to fill up to two career service positions

WORK SCHEDULE/CONDITIONS: This position is scheduled to work 40 hours per week, Monday - Friday, 8 am - 5 pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. This position is represented by Protec17.


MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT:

DCHS works in a hybrid model, with days in the office as well as telecommuting. This position is expected to work in a hybrid environment, in-office three days/week. The primary onsite locations are TUKWILA at 645 Andover Park West, Tukwila, WA 98188, and/or the NorthGate Exec Tower II at 9725 3rd Ave NE, Suite 300, Seattle, WA  98115.  


Employees must reside in Washington state and within a reasonable distance from their King County worksite to respond to workplace reporting requirements.


King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Position Duties

  • Design, implement, and manage the ongoing performance of assigned programs within the Veterans Initiatives Team, key components of which include:
  • Maintain a portfolio of veteran contracts with organizations across King County as part of the Veterans, Seniors, and Human Services Levy (VSHSL).
  • Design and execute requests for proposals (RFPs) or similar procurement processes, including research, authoring RFP documents (guidelines, application forms, rating tools, etc.), and full implementation.
  • Develop and monitor contracts and scopes of work, amendments, exhibits, and reports; negotiate contract budgets; review and process invoices; monitor compliance of contracted providers.
  • Provide co-facilitation and support to Veteran Case Conferencing and lead specified Veteran Coordinated Entry processes in partnership with the King County Regional Homelessness Authority (KCRHA).
  • Support the work of the Veteran Initiatives Team in the work to impact veteran homelessness through the King County Veteran Homelessness Committee (KCVHC) and specific responsibilities outlined in the partnership agreement with the KCRHA. 
  • Support initiatives of the Veterans, Seniors, and Human Services Levy (VSHSL), with a specific focus on projects and contracts related to the King County Veterans Program (KCVP).
  • Work closely with veteran-serving organizations in the community, including King County Veterans Program, the Dept of Veterans Affairs, Supportive Services for Veteran Families, etc., to identify issues unique to veterans and develop policy solutions to mitigate these issues.
  • Develop recommendations on how to improve existing programming and the creation of new programming for veterans in King County.
  • Prepare documents, reports, and briefings in a clear, concise, logical, and objective manner, both orally and in writing – summarizing and clearly articulating analytic findings, issues, and alternatives.
  • Other duties as assigned.

Minimum Qualifications

  • 2 years of experience managing veteran programs/contracts, procurements, and leading systems-level work to impact veteran issues and/or homelessness. 
  • 2 years of direct services experience working with veteran or military services and resources, especially in King County or the Puget Sound region.
  • A well-developed understanding of veteran cultural competency that will allow for effective relationship-building and contract management with veteran-serving organizations.
  • Strong project management skills that can track contracts, policy development, or other complex projects over time, with the flexibility to pivot as needed.
  • Experience engaging in cross-organizational problem-solving to find ways to best serve those farthest from opportunity.
  • Professional leadership experience in an organization that delivers services, develops, or analyzes policies, or otherwise serves veterans, particularly low-income or otherwise vulnerable veterans. 
  • Experience creating and using tools for tracking program and fiscal aspects of complex contracts or programs. 
  • Demonstrated ability to work independently, as a team lead, and as a team member.
  • A valid Washington State Driver's License or the ability to travel around the county in a timely manner.
