Overview:

Provide financial and budgetary support to the Federal Protective Service (FPS) Region 9 and West Zone by analyzing, monitoring, and reconciling financial data within the Federal Financial Management System (FFMS) and other DHS systems.

Background:

The Senior Budget Analyst supports FPS’s mission to protect federal infrastructure by ensuring the accuracy, transparency, and compliance of all financial operations. This role performs complex financial analysis and assists in developing and maintaining budget documentation critical to FPS programs and contracts.

Responsibilities:
  • Support FPS financial management and senior leadership by tracking and analyzing accounting functions in FFMS.

  • Perform diverse budgetary, analytical, technical, and administrative duties related to financial management programs.

  • Compile, verify, and update financial data, lists, and reports; reconcile discrepancies against source documents.

  • Maintain financial records and prepare reports for management review.

  • Review, verify, and process invoices and funding documentation for multimillion-dollar contracts, ensuring compliance with DHS/FPS policies.

  • Prepare and maintain reconciliation reports (e.g., FM151) and correct expenditure discrepancies as needed.

  • Initiate, process, and close Security Work Authorizations (SWAs), ensuring proper billing, reconciliation, and close-out.

  • Conduct financial analysis on regional revenue and expenditures, including Monthly Billing, SWA Analysis, and Spend Plan reviews.

  • Create and manage financial commitments and obligations in FFMS (G514s) and generate analysis reports (CM040, FM151, PM020, FM140, FM085).

  • Support contract and obligation closeouts and assist with documentation for unfunded requirements and acquisition review submissions.

  • Assist CORs and regional budget teams with financial documentation related to Protective Security Officer (PSO) services, security projects, and repairs.

  • Maintain the current Exhibit 1 post spreadsheet for FPS guard contracts and update per authorized service requests.

  • Process and track travel authorizations and reimbursements in Concur.

  • Analyze, reconcile, and reclassify accounts; draft justifications for reprogramming actions.

  • Prepare and maintain reports, charts, and spreadsheets used in financial planning, analysis, and decision making.

  • Retrieve data from FFMS, Webview, RMS, and other systems for reporting and auditing purposes.

  • Assist with monthly, quarterly, and annual financial submissions, reconciliations, and close-outs.

  • Participate in special financial projects and research requests assigned by FPS management.

  • Perform verbal and written communication with various levels of management regarding budgetary matters.

  • Perform other related duties as assigned.

Qualifications:

Experience: Minimum of four (4) years of experience in federal financial management programs, policies, and systems.

  • Advanced proficiency in Microsoft Office (Excel, Word, Access, Outlook, PowerPoint, Visio) and Adobe.

  • Ability to quickly learn and become proficient in DHS/FPS systems such as FFMS, Webview, RMS, and Concur.

  • Strong analytical, organizational, and data-reconciliation skills.

  • Knowledge of federal financial policies, procedures, and systems.

  • Excellent communication skills with the ability to present complex data clearly.

  • Ability to work independently and manage multiple financial tasks simultaneously.

Education:

Bachelor’s degree with at least 24 credit hours in finance, quantitative methods, or accounting.

Certification(s):
  • Must successfully complete DHS background investigation and suitability determination (HSPD-12).

  • Must complete required DHS privacy and IT security awareness training annually.

Work Arrangement:

  • This is a fully on-site position. Remote or telework flexibility is not authorized under this contract.
  • Travel is expected to be minimal and primarily for official FPS business or training. Estimated travel: up to 10% or less, depending on mission needs.

 

Work Hours/Schedule:

Monday through Friday, eight (8) hours per day with a 30-minute unpaid lunch break. Core hours are set by FPS management and may be adjusted to meet mission requirements.

Benefits and EEO:

Pay Range: $130,000 to $175,000 per year.
This role is located in San Francisco, and compensation will remain within this posted range in compliance with California law.
