ABOUT THE DEPARTMENT:

The Information Technology Department (ITD) has 40+ full-time employees and an operating budget of $14 million and supports technological needs for 40+ City departments. ITD maintains enterprise-wide infrastructure and applications, supports specialized municipal systems, and ensures the stability, security and continuity of the technology on which the city government and its citizens depend. The department plays a critical role in helping City department leaders and staff to leverage technology to solve operational problems and improve efficiency.

ABOUT THE ROLE

The ERP Project Manager will lead the planning, execution, and delivery of the organization’s ERP modernization project. This role is responsible for coordinating cross-functional teams, managing vendor and partner relationships, and ensuring that the project is delivered on time, within scope, and on budget. The ERP Project Manager will play a key role in driving business transformation, enabling process improvements, and ensuring that the ERP system meets organizational needs.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The specific duties of the position include but are not limited to the following:

        Project Leadership & Execution 

  • Lead the end-to-end ERP implementation, including requirements gathering, design, testing, training, and deployment.

  • Develop and manage the project plan, schedule, budget, and scope.

  • Oversee daily project operations, ensuring progress against milestones.

       Stakeholder & Team Management

  • Act as the primary point of contact between the project team, business stakeholders, IT leadership, and external vendors.

  • Facilitate collaboration across departments to ensure business needs are understood and incorporated.

  • Manage project team members, assigning tasks, tracking deliverables, and resolving issues.

   Change Management & Communication

  • Partner with HR, Finance, and other departments to drive process redesign and adoption.

  •  Develop and execute a change management plan including communication, training, and stakeholder engagement.

 Risk & Quality Management

  • Identify risks and develop mitigation strategies.

  • Monitor quality of deliverables, ensuring compliance with business and technical requirements.

  • Ensure ERP solution aligns with governance, security, and compliance standards.

 Performs other related duties as required.

MINIMUM REQUIREMENTS:

Education & Experience

  • Bachelor’s degree in Information Technology, Business Administration, or related field (Master’s preferred).
  • 7+ years of experience in project management, with at least 3 years leading ERP or large-scale system implementations.
  • Experience managing cross-functional teams and external vendors/partners.

knowledge, skills, and abilities:

  •  Familiarity with industry standard project management methodologies and when/how to apply qualitative and quantitative techniques to drive process improvement.
  • Ability to work as part of a diverse and highly technical team and build collaborative relationships.
  • Strong understanding of ERP systems (e.g., PeopleSoft, Oracle Cloud, SAP, Workday, Microsoft Dynamics).
  • Knowledge of project management methodologies (Agile, Waterfall, or Hybrid).
  • Excellent organizational, analytical, and problem-solving skills
  • Strong communication, negotiation, and leadership abilities.
  • PMP, PRINCE2, or similar certification preferred.

PHYSICAL DEMANDS: Ability to access, input, and retrieve information from a computer. Answer telephones and maintain multiple files. Must read and analyze large quantities of information. Must have sufficient mobility to get back and forth from office to offsite meetings.

WORK ENVIRONMENT Work is conducted primarily in an office environment with fluorescent lighting, air conditioning, computers, and other standard office equipment, but also involves meetings in other offices or facilities. This position may be eligible for hybrid work under the City's new Telework Policy, depending on operational needs.
