Duties
The Associate Chief Information Officer (ACIO) for Departmental Offices (DO) IT Operations serves as the senior IT leader responsible for delivering effective and efficient technology services to Treasury's Departmental Offices and Orbits, supporting approximately 3,500 users nationwide. This executive oversees IT strategy, operations, governance, and customer service across multiple mission areas-including Economic Policy, International Affairs, Public Affairs, Tax Policy, Terrorism and Financial Intelligence, and affiliated Orbits. The ACIO provides executive leadership for a workforce of 75 federal and contractor staff and manages an annual IT budget of roughly $45 million. The incumbent directs enterprise IT operations, systems, and services; drives innovation through cloud-first and "as-a-service" solutions; ensures cybersecurity and compliance with federal IT policies; and champions IT governance through the DO IT Council. As the Department's principal IT operations executive, the ACIO establishes strategic priorities, manages enterprise investments, and delivers mission-critical solutions that support Treasury leadership, advance the Department's digital transformation, and enhance business value. The position requires expert skill in IT service delivery, change management, and stakeholder engagement, as well as the ability to build strong partnerships across Treasury and with external federal partners.
Qualifications
To meet the minimum qualifications for the position of ACIO, DO IT OPS position, applicants must possess the Executive Core Qualifications listed below. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. In addition to meeting the minimum qualifications, you must also demonstrate the following Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs): EXECUTIVE CORE QUALIFICATIONS (ECQs): By statute, OPM prescribes ECQs for the appointment of career SES members. The ECQs were designed to evaluate executive experience and not technical expertise. The following ECQs provide the focus for certification of executive core qualifications for initial appointment to the Senior Executive Service. Your two-page resume should show that you possess the Executive Core Qualifications. ECQ 1 - Commitment to the Rule of Law and the Principles of the American Founding: Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 3 - Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4 - Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. Leadership Competencies: Accountability, Developing Others, Executive Judgement. ECQ 5 - Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In addition to the ECQs, candidates must address MTQs. MTQs are designed to assess an applicant's experience relevant to the specific position requirements. All applicants must clearly demonstrate in their two-page resume, experience and accomplishments related to the MTQs below: MTQ 1 - Demonstrated executive-level experience leading enterprise IT operations and service delivery for a large organization. MTQ 2 - Executive-level expertise in establishing and executing IT governance frameworks, strategic planning, and capital investment control (CPIC). MTQ 3 - Ability to lead enterprise-level cybersecurity programs protecting classified/unclassified systems. MTQ 4 - Demonstrated ability and experience in driving IT modernization, including cloud migrations, Agile/DevOps/LeanSixSigma, or automation. MTQ 5 - Demonstrated ability to lead a multifaceted IT workforce, including subordinate managers, and engage senior executives to enable mission success.
