SUMMARY
This position is a senior level engineering position based in the Storm Water Services Engineering and Design Division requiring expert knowledge in all aspects of stormwater infrastructure design principles and practices as well as designing complex drainage projects.This position is involved in managing consultant contracts and providing technical expertise and guidance for storm drainage improvement projects. The work location for this position is located at 4100 West Tyvola Road or 700 Parkwood Avenue and does currently allow for a hybrid work schedule.
Offering Range: $95,892.00 - $106,546.00 Commensurate with Experience
Major Duties and Responsibilities:
- Direct, mentor, and provide engineering support and expert guidance for a team of design engineers to develop project existing conditions analysis, scoping for design concepts, developing designed construction plans, and managing scheduling of project activities, such as real estate, survey, utility coordination, and construction.
- Perform contract management activities including schedule and fee review, processing invoices, purchase orders, and amendments. This may include meeting with consultant firms on an as needed basis to discuss external resource production in support of the contract.
- Provide professional North Carolina seal on engineering documents including plans, calculations, reports, or as needed.
- Collaborate with the Construction and Utilities Division to resolve any constructability issues or design modification(s) needed during construction.
- Serve as a point of contact for the Division, the Department and the City on stormwater issues.
- Develop and implement activities to improve the team’s processes, work practices, and performance.
- Communicate and respond to citizens, the public, management, and city officials.
- Performs other duties as assigned.
Knowledge, Skills & Abilities:
- Proficient in hydrologic and hydraulic modeling principles, methods, and software.
- Proficient in problem solving skills for resolution of storm drainage repair, rehabilitation, improvements and be able to lead engineering staff regarding these principles.
- Proficient knowledge of Charlotte-Mecklenburg Storm Drainage Design Manual, City of Charlotte Land Development Standards, NCDOT Standards and Specifications, and other local ordinances, requirements, and/or manuals related to the design of stormwater projects.
- Demonstrated leadership skills and the ability to apply conflict resolution techniques.
- Proficient in managing consultant contracts.
- Ability to interpret, analyze, prepare, and explain complex technical reports, data, technical specifications, and recommendations.
- Good communication skills, both verbal and written.
- Ability to work cooperatively with other City employees and the public.
- Ability to plan, prioritize and organize work and complete assignments with minimal supervision.
- Proficient computer skills including experience with Microsoft Office Products (Word, Excel).
- A valid driver’s license, a good driving record with the ability to obtain and maintain a City Driving Permit.
Preferred Qualifications:
- Knowledge and experience in stormwater engineering principles, design, construction and permitting practices.
- Coaching and mentoring skills in leading internal staff consistent with the Storm Water Strategic Plan.
Minimum Qualifications:
- Bachelor’s degree in engineering or a related field and five (5) years of progressive work experience in planning, design, and construction of storm drainage systems.
- Registration as a Professional Engineer (PE).
CONDITIONS OF EMPLOYMENT
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
