The City of Waco Seeks:
The City of Waco is seeking a dedicated and experienced Stormwater Compliance Supervisor to oversee the City’s stormwater management program to ensure compliance with federal, state, and local regulations. This role plans, coordinates, and directs stormwater inspections, public education, and enforcement activities to reduce pollutants in stormwater runoff and protect surface water quality.
Minimum Qualifications;
- Bachelor’s Degree in environmental science, biology, chemistry, engineering or a related field and 5 years’ experience in stormwater management, environmental compliance, water quality, or a related field, including at least two years in a supervisory or lead role; or an equivalent combination of education and experience.
- Valid Texas Driver’s License required.
- Certification as a Certified Stormwater Manager (CSM), Certified Municipal Separate Storm Sewer System Specialist (CMS4S), or similar Professional credential preferred.
- Training or certification in illicit discharge detection, spill response, or industrial stormwater inspections preferred.
- Experience with preparing annual MS4 reports and coordinating with regulatory agencies preferred.
Position Description:
The Stormwater Supervisor, working within the Compliance Division of Infrastructure Services, oversees the City's stormwater management program to ensure compliance with federal, state, and local regulations, including the Texas Pollutant Discharge Elimination System (TPDES) Municipal Separate Storm Sewer System (MS4) permit. This position plans, coordinates, and directs stormwater inspection, monitoring, public education, and enforcement activities to reduce pollutants in stormwater runoff and protect surface water quality. The Stormwater Supervisor provides technical guidance to staff, manages program resources, maintains accurate records, and ensures timely reporting to regulatory agencies. The role requires frequent collaboration with internal departments, contractors, and the public, as well as oversight of field activities to ensure consistent application of City policies and permit requirements.
Essential Functions:
- Plans, assigns, and supervises the work of stormwater program staff engaged in industrial facility inspections, municipal facility inspections, MS4 sampling, illicit discharge investigations, enforcement, and public outreach.
- Oversees implementation of all Minimum Control Measures (MCMs) required under the City’s MS4 permit and coordinates with Development Services and Engineering for construction site runoff control activities.
- Coordinates stormwater monitoring activities, reviews data, and ensures sampling and analysis are performed in accordance with approved methods and permit requirements.
- Develops and maintains stormwater program policies, procedures, and standard operating guidelines to ensure consistent and effective implementation.
- Reviews inspection reports, enforcement actions, and case files for accuracy and completeness, ensuring timely follow-up and resolution of noncompliance issues.
- Prepares technical reports, annual MS4 reports, and other documentation required by regulatory agencies, ensuring timely submittals.
- Monitors federal, state, and local regulatory developments related to stormwater management, evaluates potential impacts to City operations, and recommends program adjustments to maintain compliance.
- Provides training, technical support, and guidance to staff, contractors, and the public on stormwater regulations, best management practices, and pollution prevention measures.
- Collaborates with other City departments and external agencies to address stormwater-related issues and coordinate environmental compliance activities.
- Manages program budgets, equipment, and resources, recommending purchases and monitoring expenditures.
- Responds to spills, complaints, and other stormwater-related incidents, coordinating corrective actions and enforcement as necessary.
- Performs other duties as assigned to support the City’s environmental compliance and stormwater management objectives.
