Under limited supervision, manages environmental staff, programs, and operations supporting City-wide initiatives that impact both public and private sectors of Dunedin. Responsibilities include developing, coordinating, and evaluating environmental programs; overseeing permitting, compliance, enforcement, and grant activities; and managing program administration and revenue opportunities. Fosters interagency and community partnerships, supervises staff and volunteers, and represents the City in public and organizational settings. Exercises independent judgment, serving as an environmental leader and mentor. Reports to the Assistant Public Works Director and/or Public Works Director.
Position Duties
ESSENTIAL JOB FUNCTIONS
The duties recorded below are representative of the duties of the class and are not intended to cover all the duties performed by incumbents(s) of any particular position.
Manages, plans, reviews, and inspects work of subordinate staff engaged in stormwater/mitigation, floodplain assessment, or ground water quality monitoring, coastal management, lake and vegetation management, and regulatory enforcement activities.
Responsible for technical and professional activities and work that is required under the State and Federal mandate of the National Pollutant Discharge Elimination (NPDES) MS4 Permit System.
Assists with the documentation of the National Flood Insurance Program (NFIP) Community Rating System. Ensures compliance and maintains proper documentation related to stormwater operations and maintenance for NFIP audits.
Identifies, prioritizes, and implements habitat restoration, oversees contract work and invoice approvals, and applies for grants when possible to offset costs;
Reviews and analyzes new and renewal permit applications, prepares written comments on regulatory compliance, and submits to proper agencies.
Oversees the work of subordinate environmental staff in inspecting permitted and potential priority pollution source operations, preparation of enforcement actions and notices on inspections, and re-inspection activities to ensure regulatory compliance.
Leads staff and teams that investigate and resolve various environmental problems and complaints and reviews and approves follow-up reports and correspondence.
Conducts and coordinates specialized environmental studies and environmental assessments.
Develops program budgets and standard operating procedures and tracks inventory and property control.
Ensures technical and regulatory monitoring reports are complete and accurate and submitted to the appropriate regulatory agency in a timely manner.
Prepares reports and correspondence of an environmental nature.
Prepares and evaluates legislative reviews and policy analyses.
Ensures quality control and integrity of data gathered or generated complies with federal regulations and policies.
Prepares and presents programs to professional, business, civic, governmental, and educational groups, committees and associations.
ADDITIONAL JOB FUNCTIONS

Minimum Qualifications
Requires a Bachelor’s Degree with major course work in physical, natural, or biological science, environmental engineering, or related field, and six years of relevant progressively responsible professional level work experience; or advanced degrees in a related field may be substituted for up to two years of required work experience.
An equivalent combination of training and experience which provides the required skills, knowledge and abilities may be considered.
Other Qualifications
Requires a valid Florida driver’s license.
Florida Department of Environmental Protection (FDEP) Sediment and Erosion Control Certification is preferred.
Must obtain Florida Stormwater Association Level II certification within two years of employment.
A minimum of two years supervisory experience is required.
This position is Category B for the purposes of Dunedin Emergency Management. The incumbent may be required to remain onsite/available as scheduled during times of emergency as declared by the City/County Commission or City Manager, or report for duty immediately following an emergency event.
Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Ability to plan, supervise, and execute a complex environmental management program related to the specialized area of assignment. Ability to plan, supervise, and evaluate the work of professional and support personnel. establish and maintain effective working relationships with county, state and federal officials, contractors, staff, volunteers, and the general public. Ability to use small office equipment, computers, and highly technical computer applications.

Verbal Aptitude: Requires the ability to use a variety of reference and descriptive data and information. Has the ability to read, write, speak and understand the English language.
Mathematical Aptitude: Has knowledge of mathematics. Requires the ability to perform addition, subtraction, multiplication and division, to calculate decimals and percentages, utilize geometry.
Functional Reasoning: Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives. Physical Ability: Tasks involve the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-30 pounds) occasionally up to 50 lbs. Some tasks require sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as data entry, filing and/or the use of office equipment or supplies.
