About the Department

JOB SUMMARY 

Develop, plans, organizes, coordinates, implements and monitors SMTXU safety and job-related training programs and operations within to provide expertise in program elements for the organization; and to perform a variety of professional and technical level tasks relative to assigned area of responsibility. Provides technical direction for all regulatory compliance and safety requirements related to electric, water and wastewater. Assist managers and supervisors with staff training, job site safety audits, and provides input for staff evaluations as they relate to safety and work procedures. Drafts, reviews and revises safety related processes and procedures.

Position Duties

ESSENTIAL FUNCTIONS

  1. Provides direction regarding safety requirements:
    • Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for coordinating and monitoring safety and training; implements policies and procedures.
    • Consult directly with supervisor to interpret and assist in compliance with institutional policies and procedures.
    • Coordinates all SMTXU safety activities; and prepares safety information for dissemination to department employees.
    • Engages in strategic planning and tactical execution of safety and operational protocols and initiatives.
    • Develops best practices related to safety, environmental and work-related activities.
    • Participates in the development, review, and revision of SMTXU switching and lock out tag out procedures. 
  2. Reporting and Analysis
    • Maintains records of findings and corrective actions, safety and compliance trainings, and prepares periodic reports.  
    • Acts as the primary resource person for coordinating matters pertaining to inspection, accident/injury investigations 
    • Compiles and evaluates relevant utility accident data, safety regulatory requirements, job content requirements and performs regular site visits to observe field crews and office workers to determine appropriate related training; stays informed of policies, guidelines, and regulations relating to environmental, health and safety issues.  
    • Maintains reliability records and reports reliability indices to outside agencies as needed.
  3. Training and Compliance:
    • In coordination with SMTXU management staff, develops and implements a safety and training program to meet applicable Federal, State, County, and City of San Marcos regulations, ordinances, plans and policies.  
    • Coordinates safety training activities in response to management direction and regulatory compliance requirements; arrange for appropriate training to meet identified needs.
    • Conducts training and/or arrange for outside vendors/consultants; schedule training and document attendance and maintain related records in a training database; perform or participate in safety inspections.
    • Assists managers and Supervisors in the tracking and maintaining all relevant certifications and licensure.
    • Prepares and facilitates training presentations.
  4. Processes and Procedures
    • Establishes methods and procedures for correcting unsafe or unhealthful conditions in a timely manner.
    • Reviews major event outages in coordination with the Incident Command Team to make appropriate recommendations on reliability standards and policies and procedures.
    • Maintains relevant metrics.
    • Stays up to date on OSHA and other regulatory requirements and updates processes and procedures to account for those requirements.
  5. Miscellaneous
    • Participates in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for necessary materials and supplies; monitor and control expenditure.
    • Communicates with employees about safety and health matters and to encourage feedback on safety concerns from them. 
    • Serves on the Incident Command Teams during major events to help manage response to inclement weather and other wide-scale events.
    • Answers questions and provides information to the public; investigate compliance or safety related complaints and recommend corrective action as necessary to resolve complaints.
    • Fosters an environment that embraces integrity, teamwork, professionalism, customer experience and innovation.
    • Coordinates with conservation manager in overseeing environmental regulatory and social responsibility concerns.
    • Directly oversees utility locators.

Minimum Qualifications

MINIMUM REQUIREMENTS

  • Bachelor’s degree in Occupational health and safety, environmental science, engineering, business administration or a related area of study.
  • Five years safety management experience related to electric and or water distribution or waste-water collection.
  • Five years’ experience supervising or managing people.
  • Valid Texas Driver’s License with an acceptable driving record.
  • Knowledge of OSHA regulations.
  • Must hold one or more of more of the following certifications:
    • Certified Safety Professional (CSP)
    • Certified Safety and Health Manager (CSHM)
    • North American Electric Reliability Corporation (NERC)
    • Certified Utility Safety Professional (CUSP)
    • Electrical Safety Specialist (ESS)
    • Construction Health and Safety Technician (CHST)
    • Project Management Professional (PMP)
    • Safety Management Specialist (SMS)
    • Certified Industrial Hygienist (CIH)
    • Other Industry/Safety related certifications as approved by the Assistant Director of Utilities

Other Qualifications

CORE COMPETENCIES

  • Excellent verbal and written communication skills.
  • Expert mastery of Microsoft Office Suite.
  • Skilled in collecting, analyzing, and interpreting applicable data.
PHYSICAL DEMANDS AND WORKING CONDITIONS

Physical requirements include lifting to 50 pounds occasionally.  Subject to sitting, handling, fine dexterity, hearing and talking; vision frequently; reaching occasionally; standing, walking, lifting, caring, pushing/pulling, and bending occasionally.  


Position does require field site visits requiring the ability to navigate uneven terrain. Working conditions involve work inside/outside during all types of weather, including extreme temperatures.
