About the Department

The Deputy Director of Materials Management is responsible for the Office of Stations’ management of materials, tools, and equipment. This position will coordinate with the Procurement department to obtain materials, manage vendor relationships, and provide oversight and administration of related logistics for materials.

This position supports critical MBTA operations by managing materials, tools, and equipment. The Deputy Director will develop and implement a programmatic strategy and system to optimize the procurement and use of materials, ensure appropriate inventory levels, and increase both fiscal and inventory controls. The position will develop and improve policies, protocols, and metrics, and collaborate with internal and external stakeholders to ensure effective and efficient materials management.

Position Duties

  • Track current and future department needs for materials, tools, and equipment
  • Identify and communicate program and inventory risks. Develop and manage risk mitigation strategies.
  • Coordinate with department stakeholders to outline needs, standards, and specifications to inform requests for proposals, procurements, capital investments, and storage requirements
  • Manage relationships with third-party vendors with timely and consistent communication and proactive issue resolution
  • Institute checks to ensure the quality of materials received aligns with MBTA standards
  • Minimize any prospective gaps in the inventory of critical materials to mitigate any disruption to operations and maintenance
  • Develop and implement metrics and inventory monitoring tools to measure utilization and forecast needs
  • Employ inventory controls to prevent material losses
  • Perform and/or coordinate inventory audits to verify stock and quality
  • Develop and implement procedures to efficiently organize and control the flow of materials, consistent with applicable MBTA policies and best practices
  • Coordinate with the Procurement department on procurement and contract activities, including requisitions, call orders, and documentation.
  • Manage related budget and ensure accurate billing through the development and implementation of fiscal controls
  • Coordinate with the Finance department to ensure appropriate payment
  • Maintain appropriate and organized records, invoices, and other documents
  • Drive continuous improvement 
  • Foster a collaborative and efficient work environment 
  • Attract, direct, develop, and manage a team of MBTA employees
  • Respond to emergencies when necessary and resolve all immediate safety concerns
  • Perform all other duties and projects that may be assigned

Supervision

  • May include future supervision of employees.

Minimum Qualifications

  • Bachelor’s degree from an accredited institution.
  • Five (5) years of experience serving in a vendor/contract management role.
  • Two (2) years leadership, managerial, and/or supervisorial experience, or project/program management.
  • Strong knowledge of inventory control, procurement, and supply chain principles. 
  • Excellent analytical and problem-solving skills. 
  • Demonstrated experience working directly and constructively with suppliers/contract counterparties to resolve issues. 
  • Demonstrated ability to adapt to changing requirements and situations.
  • Demonstrated ability to become expert in a department’s contract documents and an organization’s procedures. 
  • Must possess superior oral and written communication skills.
  • Able to understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements.

Other Qualifications

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement 
  • An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement 
  • A master’s degree in a related subject substitute for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience 

Preferred Experience and Skills

  • Public sector contract management experience preferred.
  • Transit or facilities industry experience preferred. 
  • Related supervisory experience and/or training.
