About the Department

The City of Boise is seeking a collaborative, mission-driven professional to help lead our community’s response to homelessness. In this hybrid-eligible role, you’ll coordinate programs and partnerships through Our Path Home, track and analyze outcomes, and support data-driven decisions that strengthen services across the system. You’ll bring agencies and stakeholders together, develop action plans, and ensure programs meet federal standards while driving continuous improvement. Position Duties

Works with multiple programs and initiatives and supports community partners in an effort to respond to homelessness. Reports homelessness initiatives outcomes to leadership and tracks recommendations to use resources accordingly to maximize continuous quality improvement opportunities and actions. Coordinates the use of databases supporting the partnership and all of its programs, projects and initiatives. Develops, maintains and reports on work plans to ensure that programs are effective, high-performing and meet all federal standards. 

Supports the city and all community partners in measuring performance and ensuring resources are expended properly. Provides and reports complex needs analyses on housing affordability and homelessness issues, and creates and implements annual action and work plans. Analyzes and synthesizes the priorities of the city and community partners to close gaps in service. Collaborates closely with subject matter experts to create trauma-informed processes and procedures. 

Works with and assists in building relationships, roles and functions of various partner agencies across Ada County to create a systematic, collaborative, efficient and effective approach to homelessness. Organizes and tracks regular meetings for partner agencies, members, committees and work groups to enable the effective identification of gaps in services and assist with the planning and development of solutions and resources. Reviews and analyzes system data (including HMIS) for trends.

Minimum Qualifications

Required Knowledge, Experience, And Training
Bachelor's degree in public administration, communications, business administration, community development, or related field and six years of experience in project management, organizing and convening multidisciplinary groups, or an equivalent combination of education and/or experience.

Knowledge of:

  • Public and business administration
  • Principles and practices of communication and community development
  • Change management methods
  • Computer usage including related software

Ability to:
  • Establish and maintain effective working relationships
  • Develop ideas from concept through implementation using group facilitation skills
  • Read, interpret and apply complex rules, regulations, policies and procedures
  • Compile, develop and organize data and information into clear and concise written reports
  • Analyze information, identify alternatives and develop conclusions
  • Prioritize and manage several projects simultaneously
  • Communicate effectively in the English language at a level necessary for efficient job performance, including public speaking
  • Perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training
Master's degree in public administration, communications, business administration, community development, or related area.

Experience with data management and data visualization systems and bringing together a diverse group of stakeholders to reach consensus on collaborative decisions and strategy implementation.

Knowledge of:
U.S. Department of Housing and Urban Development (HUD) programs and regulations
Regulations pertaining to the McKinney-Vento Homeless Assistance Act; the Fair Housing Act; and the Continuum of Care Program.

Ability to negotiate and coalition build.

Licensing And Other Requirements

Valid state-issued driver's license.


Special Requirements
Applicants must be able to pass:

City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

While performing the duties of this job the employee is occasionally lifting/carrying up to 20 pounds. Also, the employee is occasionally pushing/pulling up to 20 pounds. The noise level is occasionally moderate. Work includes sensory ability to talk and hear. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand and walk.

Working Environment
The work environment will include inside conditions. Employees will also drive a vehicle as part of this position.
