About the Department

The City of Boise is looking for a motivated, community-minded individual to join our Code Compliance team. This is a great opportunity for someone interested in the fields of code compliance, public safety, or criminal justice who is ready to learn through hands-on training. In this role, you’ll spend much of your time out in the community, investigating potential violations, educating the public about city codes, and helping keep Boise a safe and welcoming place to live and work. Position Duties

Performs routine or repetitive tasks with specific instructions and set procedures. Handles basic issues and problems and refers more complex issues to higher-level staff. 

Conducts routine investigations by independently inspecting business sites, properties and/or individuals. Interacts with others to gain code compliance and cooperation. Explains findings, resolutions and investigation outcomes. Engages with the community as an ambassador and educator regarding city codes, policies and procedures. Explains occupational hazards and standard safety practices related to code compliance. 

Generates and maintains accurate documentation to support the city's position in a court of law. Researches all relevant databases in support of enforcement actions. With guidance from a senior officer, issues written Notices of Violation, Notices to Abate, Stop Work Orders and misdemeanor citations. Partners with a senior officer and an assigned prosecuting attorney to attend hearings and testify in court or jury trials. 

Reviews applications, conducts criminal background investigations through federal and state law enforcement agencies. Assists in determining whether to issue or deny licenses based on code requirements. Prepares documentation of enforcement actions. 

Investigates potential violations of city code. Gathers evidence, researches records and interviews witnesses. Initiates the city's abatement process for nuisances. Organizes work and sets priorities to meet critical deadlines. Assists with assessing and interpreting applicable city codes. 

Coordinates with various city or outside agencies or contractors to solicit assistance or guidance in developing solutions for code violations, abatement and business licensing issues.

Minimum Qualifications

Required Knowledge, Experience, And Training
High school diploma or equivalent.

Knowledge of:

  • City governments
  • Criminal justice system
  • Laws of search and seizure
  • Due process
  • Computer usage including related software
  • The impact of code enforcement actions.
Ability to:
  • Operate a variety of investigative equipment
  • Autonomously apply confidentiality and field discretion
  • Assess violations, develop solutions and make decisions
  • Communicate with and effectively manage difficult people
  • Accurately apply mathematical computations
  • Verbally present or educate the public on applicable laws or codes
  • Communicate effectively in the English language at a level necessary for efficient job performance
  • Perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training
Bachelor's degree in criminal justice, psychology or a related field.

Completion of a Police Officer Standards and Training (POST) Academy, a Field Training Program and one or more years of law enforcement experience.

Code enforcement certification from the American Association of Code Enforcement (AACE).

Prior experience in code enforcement, business license enforcement or planning and zoning.

Licensing And Other Requirements

Valid state-issued driver's license.

Applicants must be able to pass:

City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

Driving Record Check

Boise Police Department Criminal Justice Information System Background Check (BPD CJIS)

Physical Efforts
While performing the duties of this job the employee is always lifting/carrying up to 10 pounds, frequently lifting/carrying up to 20 pounds and occasionally lifting/carrying up to 50 pounds. Also, the employee is frequently pushing/pulling up to 10 pounds and rarely pushing/pulling up to 20 pounds. The noise level is occasionally moderate and rarely loud. Work includes sensory ability to talk, hear, smell and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity.

Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical and electrical hazards, work in/at heights and confined spaces. Employees will also drive a vehicle as part of this position.
