Job Title: Shelter Program Manager
Position Summary
The Shelter Program Manager is responsible for overseeing the day-to-day operational and logistical aspects of multiple New Hope Housing shelter and Permanent Supportive Housing (PSH) sites. This includes ensuring a safe, clean, welcoming, and well-maintained environment for all residents, guests, volunteers, and staff. The role is focused on program logistics, facilities coordination, inventory management, safety compliance, and volunteer engagement.
This position requires a proactive, flexible leader who thrives in a dynamic environment and is passionate about supporting individuals experiencing homelessness. The Shelter Program Manager plays a critical role in ensuring that our facilities operate efficiently and meet high standards of care and support.
Key Responsibilities
Facility and Operations Oversight
- Conduct weekly facility inspections at all Fairfax County shelter and PSH sites, reporting repair needs to County liaison.
- Oversee cleanliness and maintenance including sweeping, mopping, shampooing carpets, waxing floors, and restocking sanitation and safety supplies.
- Ensure routine upkeep of sheds, storage, and freezers with monthly inventory and reporting.
- Coordinate emergency preparedness efforts including monthly restocking of emergency kits and quarterly safety checks (e.g., smoke detectors, fire extinguishers, emergency lights).
Inventory & Supplies Management
- Maintain accurate weekly inventory of cleaning supplies, equipment, and donations.
- Oversee large item disposal, trash management, and seasonal support tasks such as lawn care and snow removal coordination.
- Facilitate deliveries and distributions across program sites, including meals, donations, and essential supplies.
Event & Program Support
- Provide logistical support for organization-led events, including deliveries, setup, breakdown, and staffing when required.
- Assist with Hypothermia Program operations from December through April, including laundry pickup and delivery coordination.
Volunteer Supervision & Engagement
- Oversee volunteer activity during assigned shifts and ensure tasks are aligned with operational needs.
- Serve as a key liaison to volunteers, supporting orientation, assignments, and quality of service.
Administrative and Compliance Tasks
- Complete safety checklists, maintenance logs, and incident reports on schedule.
- Prepare and submit required documentation for supervisor review including inventories, inspections, and maintenance records.
- Ensure all tasks are performed in accordance with New Hope Housing’s safety policies and relevant local regulations.
Expectations of the Role
- Foster a compassionate and trauma-informed environment for residents and guests.
- Maintain high standards of organization, cleanliness, and responsiveness across all program locations.
- Demonstrate flexibility, adaptability, and willingness to work early mornings, evenings, weekends, and provide last-minute coverage as needed.

Performance Evaluation
This position will be subject to quarterly performance reviews to assess:
- Completion and accuracy of inventories and facility reports
- Responsiveness to maintenance and safety concerns
- Communication and collaboration with other staff and volunteers
- Adherence to timelines and task completion
- Contribution to program improvement and resident well-being
Performance feedback will be used to support professional development and guide ongoing responsibilities.
Minimum Qualifications
- High School Diploma or GED; Associate’s degree preferred
- 3+ years of relevant experience in shelter operations, facilities management, or nonprofit services
- Strong communication skills and ability to work with diverse populations
- Ability to lift and move 50–70 lbs regularly
- Valid driver's license with a good driving record (must pass background and motor vehicle check)
- Basic computer skills for documentation and reporting (Excel, Google Sheets, etc.)
- Commitment to New Hope Housing’s mission and values, especially as they relate to dignity, stability, and wellness for all residents

Event Support | Successfully provide logistical support to at least 2 organization-led events, ensuring delivery, setup, and breakdown meet schedule and expectations. |
Program Support | Ensure timely and complete laundry pickup/delivery service for Hypothermia Program weekly during December–April season. |
Documentation & Reporting | Maintain 100% timely submission rate for incident reports, maintenance logs, and supply inventories within 48 hours of due dates. |
Team Collaboration | Attend 100% of scheduled team meetings and submit 1 new idea or feedback item per quarter aimed at improving shelter operations or service delivery. |
