JOB SUMMARY 
Under direction, plans, organizes and supervises professional accountants and specialists performing routine to complex professional accounting, purchasing and payroll duties in the analysis, preparation and maintenance of financial records and reports; provides professional advice to management on financial policies, procedures and proper internal controls; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS 
The Accounting Supervisor is responsible for supervising staff performing a full range of complex, pro­fessional accounting, purchasing and payroll analysis in the preparation and maintenance of financial records, reports and systems for the District; researches issues, performs complex financial analyses, and manages the prep­aration of comprehensive reports. Work provides a basis for sound operational and financial planning through financial review, analysis, monitoring, reconciliation and maintenance of financial accounts, programs and activities. Assignments are broad in scope, requiring signif­icant independent decision-making and impact on department success. 
 
This position typically reports to the Controller and supervises the work of accounting, purchasing and payroll staff. The Account­ing Supervisor is distinguished from the Senior Accountant in that an incumbent in the latter class performs a full range of complex, professional accounting and analysis in the preparation and mainten­ance of financial records.

Position Duties

ESSENTIAL FUNCTION STATEMENTS 

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

  1. Plans, organizes and supervises the work of the District’s accounting professionals, including payroll and purchasing; with staff, develops, implements and monitors work plans to achieve assigned unit objectives; provides input to the annual budget; makes purchases and other expenditures in accordance with District procedures and moni­tors performance against the annual budget; participates in developing, implementing and evaluating plans, processes and procedures to achieve established goals and objectives in accordance with department standards; prepares and maintains a variety of records and reports.
  2. Interviews and participates in selecting new unit staff; supervises and evaluates staff performance; establishes performance requirements and personal development targets; regularly monitors perform­ance and provides training, coaching and mentoring for performance improvement; recom­mends performance recognition when warranted; with management concurrence, implements the progres­sive discipline process to address performance deficiencies, in accordance with District human resources policies and labor contract agreements. 
  3. Provides day-to-day leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department’s and District’s mission, objectives and values regarding teamwork, mutual trust and respect; applies best practices and quality assur­ance processes to assigned areas of responsibility; enforces the maintenance of safe working condi­tions and ensures safe work practices are followed by staff.
  4. Analyzes the District’s financial systems, practices, procedures and policies, recommends improvements, and assists in their development and implementation; acts as liaison with the independent auditor and federal and state auditors of the District’s and JPA’s financial statements; reviews and ensures ade­quate internal controls for all areas of direct responsibility and the District as a whole. 
  5. Oversees the administration and implementation of the District’s financial, auditing and accounting programs; prepares for review monthly financial statements, metrics and variance analysis for Board presentation; oversees grant accounting and grant performance reporting.
  6. Reviews, reconciles and approves interagency invoices for goods and services; verifies accuracy of sales billings and rates for a variety of funds; oversees project accounting from setup through closure.
  7. Researches and provides data for administrative or management studies relating to District activities such as cost analysis, productivity, policy or procedure modifications; identifies problems, determines analytical approach, obtains and analyzes necessary information; evaluates alternative courses of action and makes recommendations; assists in the development of implementation plans and the implementation of policy and procedural modifications.
  8. Serves as backup to various positions within the Finance department as needed, while keeping internal controls in place.
  9. Acts in the absence of Controller as assigned.
  10. Performs related duties and responsibilities as required. 

Minimum Qualifications

Ability to: 

  1. Plan, supervise, assign, review and evaluate the work of staff engaged in full-cycle profes­sional account­ing.
  2. Analyze problems, evaluate alternatives, and develop sound recommendations in accordance with applicable regulations.
  3. Prepare a variety of financial statements and reports, including Comprehensive Annual Financial Reports (CAFR); implement Governmental Accounting Standards Board (GASB) principles and standards.
  4. Evaluate internal controls and recommend and implement effective control procedures.
  5. Prepare clear, concise and comprehensive correspondence, reports, studies and other written materials.
  6. Organize, set priorities and exercise sound independent judgment within areas of responsibility.
  7. Communicate effectively, both orally and in writing.
  8. Understand, interpret, explain and apply applicable laws, codes and ordinances.
  9. Represent the District effectively in dealings with outside agencies, bank representatives, contractors, auditors and the public. 
  10. Present proposals and recommendations clearly, logically and persuasively.
  11. Operate a computer, standard business software and a variety of software programs and data­bases related to area of assignment.
  12. Use tact and diplomacy in dealing with sensitive and complex issues, situations and concerned people.
  13. Establish and maintain effective working relationships with all those encountered in the course of work.

Knowledge of: 
  1. Advanced governmental accounting theory, practices and financial statement preparation, as well as state and federal grants management and fund management
  2. Principles and practices of payroll and benefits systems, accounting and audit principles, and methods of accounting records management and financial reporting.
  3. Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) accounting standards and requirements applicable to public agencies; District policies, procedures and practices regarding area of assignment.
  4. Internal control and audit principles and practices.
  5. Principles and practices of public administration, including budgeting, payroll and maintaining public records.
  6. Safety policies, practices, equipment and supplies applicable to the work.
  7. Federal, state and local laws, regulations and court decisions applicable to the financial admin­istration of a public agency. 
  8. Principles and practices of sound business communications.
  9. District practices and procedures for budgeting, payroll and maintaining public records.
  10. Principles and practices of effective supervision.
  11. District human resources policies and labor contract provisions. 

Other Qualifications

QUALIFICATIONS

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education, Training and Experience: 

Graduation from an accredited four-year college or university with a Bachelor’s degree in finance, accounting, business, or a related field. Minimum six years of progressively responsible accounting experience, including two years in a supervisory role, preferably within a public agency. 

Licenses; Certificates; Special Requirements: 

  • Possession of an active California Board of Accountancy (CPA) License is desired.
