GENERAL PURPOSE
Assumes responsibility for post award grant accounting ensuring compliance with regulations, timely and allowable spending of funds, receipt of revenue and accurate submission of financial reports to granting agencies. Responsible for all aspects of federal Single Audit liaison and SEFA preparation. Also responsible for certain aspects of Annual Comprehensive Financial Report (ACFR) preparation, including year-end debt accounting and investment accounting.

Position Duties
Serves as an ambassador of the City of Steamboat Springs and upholds City values of Service, Teamwork, Integrity, Well-being, Respect and Compassion, while espousing safety at all times.
- Maintain knowledge of current grant regulations both state and federal.
- Write, maintain and follow financial policies and procedures for Grant Managers and Finance.
- Provide annual grant training for grant managers on how to more efficiently and effectively manage their respective grants in cooperation with Finance (Accounting/Procurement & Contracting, Budget).
- Assist Grant Managers in the financial reporting and other administrative requirements of their grants and grant contracts.
- Access and submit financial information to state and federal grant portals as needed, e.g. Delphi, CoTrAMS, TrAMS, FFATA.
- Either prepare or review and sign off on all outgoing financial grant reports and funds requests.
- Track grant revenue and accrue at year end.
- Write the SEFA Report (Annual federal grant report for the City’s Financial Auditors).
- Prepare, review and coordinate the A-133 audit.
- Maintain an auditable grant file for every grant.
- Manage all grant audits.
OTHER
- Maintain debt schedule and initiate money transfers for debt payments.
- Prepare year-end full accrual entries for debt in accordance with GASB codification.
- Prepare a comprehensive debt book annually for internal City use.
- Design processes and assist in gathering information for arbitrage consultant to ensure that the City is compliant with IRS arbitrage regulations applicable to tax-free debt issuances.
- Prepare year end entries for investments (including amortization of premiums/discounts) and debt in accordance with GASB codification.
- Prepare sections of the Annual Comprehensive Financial Report (ACFR) regarding investments, debt, and cash.
- Attends the annual CGFOA conference to maintain current knowledge of GASB codification and new GASB pronouncements impacting all aspects of ACFR preparation.
- Prepare regulatory reports for state and federal agencies as needed, e.g. Local Highway Finance Report, EMS supplemental payment, DBE reporting, opioid settlement funds etc.
- Reconcile various City bank, credit card merchant, debt and investment accounts to general ledger and prepare appropriate recording/correcting journal entries as needed.
- Prepare, examine, or analyze accounting records, financial statements, or other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards.
- Develop, implement, modify, and document accounting procedures in response to requests and/or business changes.
PERIPHERAL DUTIES
Assist Director of Financial Services, Controller, and Deputy Director of Financial Services with projects as needed.
Minimum Qualifications
Education and Experience:
(A) Graduation from an accredited four-year college or university with a bachelor’s degree in accounting;(B) Master’s in accounting and/or CPA preferred;
(C) Two (2) years of progressively responsible accounting work, with municipal or public accounting experience preferred; or
(D) Any equivalent combination of education and experience.
Necessary Knowledge, Skills, and Abilities:
(A) Understanding of Basic Accounting principles and familiarity with GAAP. Some knowledge of Governmental Accounting. Thorough understanding of accounts payable, payroll, accounts receivable and general ledger accounting. Must be able to perform accurate account reconciliations. Must have experience using accounting and financial software. Ability to analyze accounts and prepare related schedules. Must be skilled in preparing spreadsheets using Excel. Ability to communicate effectively orally and in writing.
(B) Skill in operating the listed tools and equipment.
(C) Ability to prepare and analyze complex financial reports; ability to maintain efficient and effective financial systems and procedures; ability to accurately account for city funds; ability to establish and maintain effective working relationships with employees, city officials; ability to communicate effectively, orally and in writing.
