About the Department


Performs a variety of routine and complex technical and administrative work in plans review and analysis to determine compliance with all applicable codes as well as accepted standards relating to building codes & right-of-way standards.  Collaborates with Public Works Department as needed & exercises considerable initiative and independent judgment under the general direction of the Building Official. Work emphasizes a wide range of customer service functions and frequent interaction with the public.

Position Duties


The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  

Interprets and enforces all right-of-way provisions of the Florida Building Code.

Evaluates plans for compliance with horizontal construction requirements, encroachments into the public right-of-way, and construction safeguards, including  protection of pedestrians and other considerations.

Reviews plans and applications for permits to ensure compliance with codes, laws and ordinances.  Advises applicants of required changes.  Gives final approval on applicable plans.

May occasionally perform right-of-way inspections.

Answers questions and provides project representatives with explanations of deficiencies and lack of compliance; provides guidance to rectify deficiencies. 

Processes all permit related documents/forms/information and ensures proper routing. To include documents/forms required by external agencies. 

May also ensure proper right-of-way permit compliance by developers and contractors to include proper Maintenance of Traffic (MOT).

Serves as the liaison between the Building Department and developers, contractors, owners, and other City departments. Shepherds plans through the review process, as needed, coordinating with other City and/or county departments. 

Responds to customers' inquiries received through email, telephone, mail, or in person regarding the permitting process. Assists customers and exercises independent judgment to resolve issues.

Performs other related tasks as required.


Minimum Qualifications


Bachelor's Degree in Civil Engineering or related field is preferred. 

Five (5) years of civil engineering experience, to include design work and experience reading and reviewing construction plans related to civil, architectural, structural, and plumbing disciplines. 

A comparable amount of training or experience may be substituted for the minimum qualifications.

Valid Florida Driver's License.
