This position will drive E3G’s work on how public finance can play a catalytic role in achieving climate safety for all. This comes at a critical time for global climate and development finance, following cuts to aid budgets and shifts in global politics. Set within E3G’s Public Bank and Development division, the successful candidate will help rebuild a credible political vision for public finance and drive momentum behind high-potential initiatives for using public investment in a transformational way.

Role Overview
The Programme Lead will be responsible for driving and refining work across E3G on the role of public investment in mobilising climate finance at scale.
This comes at a critical time for global climate and development, as the role of public finance institutions needs to evolve with shifting politics. Your role will focus on delivering real world outcomes - building momentum on specific measures and instruments that can use public finance catalytically to accelerate progress now, as well as developing a longer-term strategy to build a more robust political case on the role for international public finance. This will involve building close relationships with governments and development finance institutions and strategies for accelerating momentum behind proposals that have the potential to reach scale. Whilst the primary focus will be on the mobilisation of finance to EMDEs, the role may also involve work on similar issues in a UK and European context.
Within the Public Banks & Development division, your team will sit alongside teams focussed on the political economy of public finance institutions and climate finance diplomacy. You will be expected to work closely with other teams in E3G working across a range of areas, notably with E3G’s finance & resilience team to develop solutions at the intersection of public finance, macro-economy and financial regulation.
Key Responsibilities
- Undertake thought leadership and analysis on the role of public finance in development and the climate transition, working closely with E3G’s finance and resilience team to set this in the context of wider financial system reforms.
- Influence policy debates on the role of public finance in development and the climate transition, aiming to maximise impact on the achievement of climate safety for all. This will include nationally focussed work as well as influencing outcomes in multi-lateral processes like the G7, G20 and UNFCCC and multi-lateral institutions like the MDBs.
- Lead dedicated advocacy with governments and development finance institutions to build momentum around specific interventions, for instance identified proposals to expand blended finance instruments, hybrid capital, equity and guarantees or to increase finance through public budgets.
- Work with a wide range of partner think tanks, research institutes and other civil society organisations to maximise knowledge exchange, building coherence and collective strategies.
- Contribute to a wider political strategy to re-build political momentum behind the role of public finance, including the restoration of new budgets and the potential use of novel sources of finance such as levies.
- Oversight of a team of policy advisors and researchers, including line management responsibilities.
- Supporting E3G’s organisational development, including input into crosscutting strategic processes and fundraising.
- Any other reasonable management request.
Person Description
You will bring deep expertise in the role of public and development finance in achieving outcomes across climate mitigation, adaptation and resilience. You will have a clear vision for how public finance needs to evolve in changing political contexts, and an understanding of the specific mechanisms and pathways for it doing so. You have a track record of influencing and delivering real outcomes from inside or outside government and financial institutions, and an ability to adapt your focus to changing political trends.
You will have awareness of the interaction between domestic and international public finance and the wider set of tools needed to achieve the scale of investment needed to meet global climate goals, including fiscal and regulatory reform. You will have an awareness and ability to speak to the interaction between technical solutions and the wider politics of climate, equity and development.
You will be a self-starter and able to be independent and entrepreneurial whilst working as part of a wider organisational structure that relies on transparency and information exchange. You will lead with integrity and self-awareness, work effectively across teams and cultures, and understand how to manage both complexity and delivery. You have a strong track record of managing people and processes to high standards under pressure and are able to consistently deliver high quality outputs in a timely manner.
Experience and Skills
The successful candidate will demonstrate the following:
- Extensive (>7 years) professional experience in a relevant field, (such as climate policy and delivery, development policy and delivery, development finance, climate and development diplomacy) gained within government, development finance institutions, multi-lateral institutions, think tanks, academia or the private sector.
- Demonstrable expertise in development finance and climate finance including an understanding of the role of public finance institutions and blended finance instruments.
- Ability to explain technical topics to a non-expert audience, including relevant skills in presentation, briefing and engagement.
- Strong inter-personal and relationship building skills, with a track record of coalition building and influencing policy outcomes, either from within or outside government.
- Established networks across climate and development finance actors – including governments, financial institutions and civil society.
- Strong understanding of international climate politics and the role of public finance therein.
- A postgraduate degree in a relevant discipline (e.g. development, environmental policy, international relations).
- Team leadership and management experience.

- E3G offers a reward and benefits package which compares well with other organisations within our sector. The indicative salary range in the UK for this position is up to £67,000, Brussels €71,000, Berlin up to €75,000, US up to $105,000 dependant on experience.
