Job Summary: THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D0211000 and is part of the IL 183 WG, National Guard.

Major Duties:

  • As a TRAFFIC MANAGEMENT SPECIALIST (TITLE 32), GS-2130-11, you will manage and direct the commercial traffic management program, both equipment and passenger; develop traffic management programs for both peacetime and wartime; provide technical traffic management advisory services; establish operating requirements; and formulate commercial traffic management policies at a headquarters level. Due to the unique mission of the cNAF, this PD cannot be used in any other organization. Major Duties - This is NOT an all-inclusive list: Technical transportation advisor to the A4 Logistics Manager and the AFFOR Commander for the entire AOG on all matters dealing with commercial movement of personnel and equipment. Analyze and advise on transportation considerations relative to the domestic and international movement of equipment, supplies, and personnel via surface and air modes. Technical advisor for shipments of hazardous materials, and cargo, ensuring the proper packaging, marking, labeling, identification, and manifesting for transportation. Advise travelers on entitlements and responsibilities and manages the processing of refunds for unused commercial tickets into the government accounting system. Analyze traffic data and characteristics to determine areas of potential improvement; identify economic and efficient uses of transportation; and project mission transportation requirements. Research for current and potential challenges in operating area as pertains to equipment and passenger movement. Ensure traffic management and transportation services required to support the mission are accomplished. Interpret and enforce Federal, state, and local regulations concerning the movement of hazardous materials and general commodities through various modes of carriage. Develop budgetary and financial planning data in support of traffic management functions. Manage the unit transportation budget associated with commercial carriers. Establish local policies and procedures to support the economical movement of contractually procured materials from vendors. Ensure advance procurement of transportation services to achieve greatest overall cost efficiency and oversees the audit of the Travel Services Contractor for application of appropriate discounts for official travel.

Qualifications: AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted - Not to exceed the rank of MSgt. SPECIALIZED EXPERIENCE: GS-11 LEVEL - MUST possess the experience, education, or training which includes at least 1-year at the lower-level GS-09 performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs; experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures; knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
