About the Role:
This role will lead WTD’s life cycle cost analysis process, reviewing and approving complex, long-term forecasting and cash flows of operational costs for critical capital wastewater infrastructure projects. They will serve as a subject matter expert on the project oversight board and provide ongoing insight to project teams. They will also act as a key liaison between the capital Portfolio Planning and Analysis and Project Management groups and the Finance and Administration section, ensuring relevant information is appropriately shared for funding and budgeting decisions. The Capital portfolio at WTD is in a state of intense growth and added pressure; this recruitment offers an opportunity to improve and align processes and tools for better prioritization of both capital and operating budget, improved long-term forecasting, and better data availability for asset renewal and replacement strategic efforts.

About the Team:
This position is within WTD’s Finance and Administration(F&A)Section, which serves the essential role of ensuring that financial resources are in place to fund the Division’s priorities and decision-making is well-informed regarding financial risk, optimization trade-offs, financial equity, and compliance. In managing WTD’s large portfolio of financial activities and processes, F&A performs numerous functions including rate-setting, budget development and oversight, capital finance, contracting, technology services, central service administration, accounting, audit and compliance, payroll, utility billing, and more. Position Duties

What You Will Be Doing:

• Maintain the life cycle cost analysis workbook template and implement improvements and fixes as needed.

• Review, analyze, and approve all life cycle cost analyses submitted from capital project teams as part of their gate 2 and 3 deliverables.

• When needed, independently perform life cycle cost analysis on WTD initiatives and special projects with data and support from WTD internal staff as well as consultant teams.

• Work with teams across WTD to create standard work, documentation, and check lists for life cycle cost analysis.

• Participate in governance board meetings and activities, providing guidance and subject matter expertise.

• Ensure timely and full flow of information between project teams and finance to allow for agile decision making.

• Seek continuing education on state of the industry best practices, tools, and benchmarks for life cycle cost analysis.

• Ensure WTD compliance with County and state requirements on life cycle cost analysis.

• Collect and analyze data from life cycle cost library to inform budget, sewer rate, and asset management processes.

• Other duties as assigned including as-needed support on capital budget, contract review for budget availability, and more.

Minimum Qualifications

Qualifications Your Bring:

• Experience in performing life cycle cost analysis
• Experience with large capital programs
• Progressive experience in financial analysis for government agencies or utilities
• Experience in project management, project controls, budgeting for capital projects, or adjacent role
• Proficient to expert skill in Microsoft excel

• Experience with wastewater utilities

• Experience with King County budget process

Working Conditions:

NOTE: Salary reflects $1.00 per hour contribution to the Western Conference of Teamsters Pension Trust Fund.
