The Town of Clayton is seeking applicants for a Environmental Specialist for the Engineering Department. The Town of Clayton employs more than 340 full-time staff in areas including police, fire, and electric utilities. The Town of Clayton also offers a range of PT positions including positions in Parks & Rec, Library, and Cultural Arts.

Position Duties
- Performs routine erosion control inspections of active development sites and maintains inspection reports; monitors compliance of such sites and initiates enforcement activities when appropriate.
- Performs final inspections for Stormwater permit to ensure installation of Stormwater Control Measures and accepts as-built plans and certifications.
- Conducts field inspections to ensure compliance with the Town’s environmental regulations; coordinates enforcement action with State and Federal agencies, as needed.
- Assists in implementing the Town’s NPDES Phase II Stormwater Permit under the supervision of the Town Engineer.
- Assists in review and tracking of annual Stormwater Control Measure reports
- Assists in implementing the Town's illegal discharge detection and elimination ordinance.
- Coordinates compliance with flood damage prevention regulations.
- Performs dry weather flow and water quality field monitoring as needed.
- Investigates citizen complaints and concerns regarding erosion, drainage, flooding, etc.
- Assists with an annual education program available to all Town employees, citizens and surrounding communities.
- Works with citizens, businesses, new personnel, staff and internal service providers on a variety of customer service issues related to storm water management; responds to citizen requests for storm water information.
- Prepares and maintains detailed records and files
- Assists in preparing annual reports of compliance for NCDEQ.
- Coordinates field activities and designs changes with the consultants and contractors.
- Performs construction observation for stormwater projects.
- Performs related duties as required.
Minimum Qualifications
- Thorough knowledge of terminology, practices and techniques of erosion control design, stormwater management and field construction
- Ability to inspect projects for compliance with ordinance and code provisions
- Thorough knowledge of the principles and practices of civil engineering as applied to land development
- Thorough knowledge of stormwater systems and design
- Thorough knowledge of the rules and regulations related to stormwater
- Ability to communicate ideas effectively both orally and in writing
- Ability to establish and maintain effective working relationships with officials, associates, land developers, property owners and the general public
- High School diploma required
- Associate degree in Environmental Technology or related major field
- Minimum 2 years work within environmental field preferred

When a salary range is posted, the actual salary will be based on relevant competencies, knowledge, skills & abilities, internal equity and budgetary considerations pertinent to the advertised position.
