POSITION SUMMARY: 

Assistant EMS Chief will function as the second in command of the EMS Department in the absence of the Chief of EMS. The Assistant EMS Chief is a supervisory position that provides administrative guidance and control within two respective divisions: Operations or Clinical. Working collaboratively, the Assistant Chiefs manage the EMS programs, studies department operational and clinical needs, department budget, develops procedures and evaluates personnel, providing appropriate recommendations and direction. Interacts with other city departments, city management, the Mayor, City Council and the general public. Maintains a daily information exchange with the Chief of EMS and attends special functions in the absence of the Chief.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Responsible for planning, coordinating and providing direction to a respective division within the EMS department that includes Operations or Clinical.

• Assists with preparation of short- and long-range management plans.

• Evaluates and determines proficiency level of the department and personnel; identifies areas requiring improvement; formulates and executes action plan to correct deficiencies.

• Ability to establish budgetary priorities.

• Develops, interprets, and/or implements standard operating procedures and protocols.

• Oversees complaints and discipline.

• Assigned employee evaluations.

• Responsible for hiring processes/promotional processes.

• Assures constant compliance with all EMS Operations according to the Schertz EMS Standard Operating Procedures, Schertz EMS Standard Medical Operating Protocols, City of Schertz Personnel Manual, rules and regulations, protocols of the South Texas Regional Advisory Council (STRAC) and abiding by all rules and regulations of the Texas Department of State Health Services (DSHS).

• Attendance at all regularly scheduled EMS management and staff meetings.

EDUCATION AND EXPERIENCE REQUIREMENTS:

• A Bachelor’s degree in emergency health science or other relevant field of study from an accredited school or university is required.

• A Master’s degree in emergency health science or other relevant field of study from an accredited school or university is preferred.

• A minimum of five (5) years of continuous employment with Schertz EMS (or equivalent experience) is required. A minimum of ten (10) years of EMS field experience is preferred.

CERTIFICATIONS AND LICENSES REQUIRED:

• Current certification as a State of Texas Paramedic is required, Licensure is preferred

• ACLS, PHTLS, PALS/PEPP, and CPR certifications (or equivalent) are preferred. Instructor certification in one or more of these is preferred.

• State of Texas EMS Instructor certification is preferred

• A valid Texas Class “C” Driver’s License is required.

• The ability to obtain a valid Texas Class “B” Exempt Driver’s License is required.
