About the Department

Prepares and monitors all financial accounting functions for Human Services.

Administers and performs a variety of complex professional and technical functions necessary to maintain the financial operations and systems of the Department of Human Services.  

Work involves preparing budgets, financial grant requests, setting up and administering fiscal grants and monitoring grantee performance, and submitting required grant reports. This position maintains fiscal accounts; initiates drawdowns; reviews, posts, and adjusts entries; balances and reconciles accounts; and resolves discrepancies. Plans and supervises the work of supporting staff.

Position Duties

  • Exercises direct, first-level supervision of positions, employees, operations, and activities.  Includes coordinating staff training, assigning and reviewing work, participating in the interview and selection process, making recommendations impacting pay, status, and disciplinary action, evaluating performance independently or in conjunction with a higher-level supervisor/manager, and approving time off and approving staff timesheets.  
  • Plans, budgets, and prepares federal, state, and local grant funds and develops and manages the Department of Human Services budget. Financial responsibility and accountability for developing budgets, managing and controlling expenditures, generating and controlling revenues, financial planning/forecasting, bookkeeping, accounting, cash and check handling.
  • Planning and fiscal oversight of the department. Duties include budgeting grants/contracts, monitoring for performance and reporting/state drawdowns, preparing program fiscal reports for Pueblo County, State of Colorado, and DHS staff, and maintaining all department finance accounts in the County Finance Management System. Applies Generally Accepted Accounting Practices (GAAP) to all department programs.  Assists with and communicates budget preparation procedures within the department and provides information, records, and technical assistance to unit managers preparing their budgets. Sets up and establishes grant accounting and fiscal monitoring procedures.
  • Implements appropriate accounting and financial reporting procedures and systems to ensure accurate and proper recording and accounting of financial transactions to county and state entities. Maintains fiscal accounts and prepares program reports and fiscal reports. Directs and reviews the preparation of reports, statements, summaries, and other informational materials to inform responsible entities of the financial status of the agency accounts structure system, methods, and procedures as necessary to ensure proper accounting of agency financial affairs. Monitors grantee fiscal performance for compliance with grant requirements.
  • Communicates the status of agency budget and related issues to department and County management through management reports and advice. Financial responsibility and accountability for developing budgets, managing and controlling expenditures, generating and controlling revenues, financial planning/forecasting, bookkeeping, accounting, cash and check handling.
  • Sets up and establishes grant accounting and fiscal monitoring procedures. 
  • Reviews, initiates, and approves grant fiscal operations; confers with grantor agencies as necessary to resolve questions. Monitors grantee fiscal performance for compliance with grant requirements. Performs other duties as appropriate or necessary for performance of the job.
  • Maintains fiscal accounts, initiates drawdowns; reviews, posts and adjusts entries; balances and reconciles accounts; resolves discrepancies.
  • Approves department payroll and prepares labor distribution. Monitors the Electronic Benefits Transfer (EBT) system and reviews petty cash.
  • Performs other duties as appropriate or necessary for performance of the job. 

Minimum Qualifications

EDUCATION:

  • Bachelor’s Degree from an accredited four-year college or university with major coursework in Accounting, Finance, Public or Business Administration required

  • Master’s Degree from an accredited college or university with major coursework in Accounting, Finance, Public or Business Administration preferred

EXPERIENCE:
  • Minimum of four (4) years of professional accounting experience that included responsibility for handling a variety of accounting operations, including three (3) years in a supervisory capacity required

  • Minimum of four (4) years of experience in governmental accounting and finance preferred
