About the Department

The Town of Nags Head has an unique opportunity for an experienced accounting professional to join our team!  Primary responsibilities will be leading the day-to-day fiscal operations involved in revenue collections, accounting, payroll, accounts payable, tax collections, and utility billing.   Additionally, this position provides professional financial support for departments in budget preparation and the year-end audit.  Work requires considerable accounting, technology and leadership knowledge.

Position Duties

  • Establishes and recommends work methods, procedures and policies related to daily operations of the department; supervises and participates in departmental activities including revenue collections, property taxes, accounts payable, payroll, utility billing and customer accounts, and other activities; provides troubleshooting for unusual financial issues; provides back up and guidance for payroll.
  • Reconciles multiple bank accounts and general ledger accounts; reviews and approves journal entries such as account transfers, cash receipts, refunds, etc.
  • Prepares and analyzes financial statements and reports at regular intervals for use by various departments, the Town Manager and Town Board. 
  • Participates in hiring and provides performance coaching and review, communication, motivation, mentoring, team building, leadership and other management for assigned staff.
  • Monitors budget line items throughout the year to determine any pending overages; monitors cash flow; ensures all banking activity is reflected in the general ledger; identifies and prepares needed budget transfers and amendments.
  • Assists in the preparation of the annual budget requests including year-end forecasting; the preparation of graphs and charts; and the format and publication of budgets.
  • Establishes and revises a wide variety of spreadsheets to record and track data.
  • Participates in annual year end audit including working with auditors; performing research and financial reporting to prepare ACFR; maintains up to date fixed assets accounting.
  • Reviews and approves cash receipts, tax, water and business license bill adjustments; reviews reconciliations of general ledger to subsidiary records; reviews account payable disbursements; and reviews the balancing of the tax customer subsidiary ledgers to the general ledger.
  • Reviews and approves travel advancements and travel reimbursements.
  • Assists with research and evaluation of debt financing options; prepares RFPs, accepts and evaluates proposals; makes recommendations.
  • Attends training and continuing education to maintain knowledge of accounting rules and financial trends.
  • Performs related duties as required.

Minimum Qualifications

Knowledge

  • Thorough knowledge of the principles and practices of accounting and auditing in modern municipal administration, and of federal, state, and local laws and policies governing fiscal operations.
  • Considerable knowledge of the application of information technology to the work.
  • Considerable knowledge of the operations of municipal government including operating and capital budgeting, taxation, utility billing and collections, and other sources of revenue.
  • Considerable knowledge of supervisory principles and practices including leadership, motivation, training, communication, performance coaching and evaluation, team building, mentoring and related supervisory skills, laws, and regulations.

Education and Experience

Graduation from a four-year college or university with a major in business or accounting and considerable experience in accounting or related fiscal work, preferably in a local government setting; or an equivalent combination of education and experience. Preference given to persons with a CPA, certified Finance Officer or MBA.

Storm Duties 

Must maintain state of readiness for storm/disaster event to include preparation and post operation duties. Essential personnel must maintain duty assignment in adverse conditions.
