Summary of Position

The Office of City Council President-elect Zeke Cohen is seeking a dynamic, community-centered professional to join our fast-paced, mission-driven team as a Bilingual Community Impact Manager. This role is critical in advancing the agency’s top priorities: improving city services, passing impactful legislation, and empowering communities. Reporting to the Director of Community Engagement, the Community Impact Manager will be the first point of contact for many stakeholders, representing the Council President in neighborhoods, engaging directly with residents, and supporting trauma-responsive and equity-focused outreach efforts. The ideal candidate thrives in a collaborative environment, is passionate about public service, and is committed to delivering results that uplift every neighborhood in Baltimore. ESSENTIAL FUNCTIONS

· Serve as a liaison between the City Council President’s Office and neighborhoods by attending community association meetings and stakeholder gatherings.

· Share updates, listen to concerns, and gather feedback on planned strategies to inform citywide initiatives.

· Act as one of the first responders in times of crisis or tragedy to ensure coordinated support from agencies and nonprofits.

· Facilitate the deployment of critical resources to impacted communities during emergencies.

· Lead and coordinate special projects that address systemic challenges and improve community outcomes.

· Collaborate with agencies and partners to develop innovative solutions, such as youth employment programs and strategies for addressing illegal dumping and code enforcement.

· Maintain a strong pulse on community needs and identify opportunities to cut red tape and build cross-sector partnerships.

EDUCATION AND EXPERIENCE REQUIREMENTS:

High school diploma or GED

LICENSE, REGISTRATION AND CERTIFICATE REQUIREMENTS

KNOWLEDGE, SKILLS, AND ABILITIES

· Bilingual, must have fluency in English and at least one other language commonly spoken such as Spanish, Arabic, Chinese, French, or Korean.

· Minimum of 3 years of experience in customer service, sales, or community-facing roles

· Proven ability to work effectively with individuals in crisis or high-stress situations

· Strong verbal communication skills, particularly over the phone

· Excellent judgment and decision-making abilities

· Demonstrated sense of urgency and responsiveness

· High level of organization and attention to detail

· Flexibility and adaptability in a fast-paced, dynamic work environment

ADDITIONAL INFORMATION

Background Check                                        

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed. 

Probation 

All persons, including current City employees, selected for this position must complete a mandatory six-month probation.

This position is required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law.

ABOUT THE CITY COUNCIL

The City Council is the City's legislative body, with the power to enact all ordinances and resolutions. City Council members are elected from fourteen districts, and the President is elected at large, by all voters of the City. The fifteen City Council members, along with the Mayor, act only by ordinance, resolution, or motion. They adopt and may alter the annual budget and confirm the Mayor's appointments. The City Council is responsible for the appropriation and issuance of bonds. The City Council determines its own rules of procedure, and its meetings are open to the public. City Council members are elected every four years. They are elected to geographic districts of roughly the same proportion of population.
