The Digital Readiness Office in NLB steers public education programmes and initiatives at the libraries, to prepare Singaporeans to be future-ready in a Smart Nation.
We are looking for an experienced lead to synthesize data and tech landscape trends to strategically develop and refine the suite of public programming offered by NLB, in the area of digital literacy and education on technology.
[What you will be working on]
• Oversee and coordinate educative programme strategies and work plans across multiple service teams serving varying age brackets, in the area of digital literacy and skills. Programmes at libraries cover a wide range from exhibitions, roadshows, professional sharing, workshops, and community engagements.
• Beyond programmes, also provide strategic guidance for the developments of the NLB library makerspaces, and optimization strategies for its operations and services.
• Steer teams in the reiterative design of services in preparation for next bound objectives and baselines.
• Proactive involvement in building partner networks, relationships, and opportunities for collaborations.
• Coordination with colleagues and partners across other Ministries, agencies and partner organisations, for aligned collaborations.
• Scan the tech landscape for developments, shifts and trends, to identify risks, opportunities and potential in subject matter topics and focus areas that are relevant and impactful to the public.
• Track and evaluate work efforts, and analyse programme and participation data to make strategic recommendations for improvements.
• Anchor the work in user-oriented, data-driven decision making.
• Manage project resources and manpower to ensure appropriate allocations.
[What we are looking for]
- Experience and interest in areas such as technology, curation of programmes and engagements, and/or learning experience design (LXD).
- Must possess at least 4 years of experience in data-driven strategic planning for service development.
- Must possess at least 5 years of supervisory experience, ideally managing small teams in a fast-paced environment.
- Excellent written and verbal communications and presentation skills in English.
- A keen understanding of user-oriented design and how target audience behaviour can inform development decisions.
- Meticulous planning skills and ability to analyse issue with clarity and present balanced proposals.
- Strong interpersonal and relationship-building skills, and comfortable with engaging multiple and diverse stakeholders (including senior management and industry stakeholders)
- Backend IT systems development and management experience will not be considered.
Good to have:
- Experience in working closely with Government stakeholders and environments.
- Experience in UX and/or gamification strategies and approaches.
- Experience in citizen engagement, outreach and messaging.
Location: Work location will be at various public libraries, depending on project requirements.
Successful applicant will be appointed on a two-year project contract.
