This position is located in Atlanta, Fulton County, Georgia.

Position Duties

Under limited supervision, the Director of Investigations and Inspections (DII) provides senior leadership to OIG’s Benefit Integrity and Background Eligibility units. In this role, OIG’s DII will administer and oversee all functions supporting the enforcement and integrity of the SNAP and TANF programs, employment and contractor eligibility services, GBI & FBI regulations, and other regulatory responsibilities.

 The DII will establish a presence of OIG exceptionalism and One OIG unity across OIG, internal DHS units, federal partners, and community stakeholders by upholding standards of integrity and compliance in the assigned program areas. Effectively managing resources and directing the work of subordinate senior managers through culture changes and enhanced accountability is central to the success of OIG’s DII. 

• Provides strong leadership to teams with over 100 subordinate staff across various organizational levels.
• Directs the work of subordinate senior managers overseeing compliance and integrity activities within DHS’ SNAP and TANF programs.
• Champions coalition building by creating open, effective, and responsive communication channels among stakeholders.
• Monitors compliance with federal and state regulations around fingerprinting and criminal history record reading & retention activities.
• Influences policy changes and collaborates with the DHS Office of Human Resources on matters relating to employee eligibility determinations.
• Creates significantly impactful and effective performance-monitoring models to improve federal and state KPIs.
• Provides strategic direction, sets vision for, and proactively implements operational changes in support of ongoing performance improvements under limited direction/supervision.
• Understands and executes effective change management principles for a large organizational unit.
• Holds managers and subordinate staff accountable to performance outcomes, implementing appropriate and timely corrective/disciplinary actions for noncompliance.
• Coordinates with the Operations and Compliance director to develop corrective and risk mitigation strategies.
• Conducts periodic performance reviews and identifies training/skill development opportunities for direct reports.
• Contributes enhancement and design recommendations for the unit’s case management system.
• Performs other professional duties as assigned.

• Excellent knowledge of DHS’ SNAP and TANF program policies and procedures.
• Demonstrated experience in interpreting laws, rules, and regulations.
• Experience generating and managing high-volume, detailed work utilizing critical thinking skills.
• Demonstrated ability to manage simultaneous programs and projects.
• Demonstrated ability to use proper and effective interview techniques.
• Demonstrated skill in presenting case reports and testimony in administrative hearings and/or the judicial system.
• Demonstratedabilitytouseproperspelling,grammar,andpunctuationinreports.
• Advanced proficiency in the use of the Microsoft Office Suite and/or standard software applications.
• Ability to plan, develop, and implement investigative procedures relating to fraud investigations and/or fraud within public assistance programs.

Minimum Qualifications

• Bachelor's degree in a related field from an accredited college or university AND four (4) years in a managerial role in the area of assignment;

• Eight (8) years of experience in the area of assignment, including four (4) years in a managerial role;

• One (1) year of experience required at the lower level Senior Manager, Regulatory Compliance (RCM052) or position equivalent.

Preferred Qualifications: Preference will be given to candidates who, in addition to meeting the qualifications listed, demonstrate or possess most of the following skills/experience:

• Three to five years of exceptional experience leading people and major change initiatives of significant impact
• At least five years of exceptional experience supervising subordinate managers and staff
• At least three years of exceptional experience leading cross-functional teams
• At least three years of successful experience mentoring subordinate managers to improve performance and knowledge deficiencies 
• Five (5) years of professional investigative experience with a state, federal, or local governmental entity.
