Description

Under general supervision of the Director, the Manager oversees daily clinical operations of the Emergency Room.  Implements process improvement initiatives, enhancing patient care and throughput.  Provides for the professional development and evaluation of staff.  Serves as a patient advocate within the health care system.  Accountable on a twenty-four (24) hour basis for the management of nursing activities for assigned unit.   Ensures that nursing care meets legal, ethical, institutional, and professional standards. Participates in the Hospital’s Quality Improvement and Service Excellence programs.  Facilitates the application and implementation of the philosophy, objectives, policies and procedures of the department. Represents the organization as the Emergency Management Coordinator and ensures compliance with the associated regulatory requirements and participates on the Environment of Care/Safety Committee.  Provides organization, structure and training for planning, developing, implementing and maintaining a comprehensive Emergency Preparedness program for Huntsville Memorial Hospital for both internal and external event responses.

ESSENTIAL JOB FUNCTIONS

• Creates a collaborative, productive work environment through positive relationships with the Director, senior leadership, peers, physicians, employees, patients/families and the community.
• Monitors the provision of Emergency & Trauma patient care services from triage, stabilization, appropriate interventions, through discharge/transfer/admission.
• Collaborates with the Director and ER Medical Director.
• Investigates incidents and patient complaints, performing service recovery when possible.
• Ensures compliance with all regulatory requirements.
• Assists the Director in development and implementation of appropriate policies and procedures.
• Ensures initial orientation and continuing education opportunities are presented appropriately for all department staff.
• Participates in the development, implementation and evaluation of quality improvement processes for the department.  Maintains quality control programs, as appropriate.
• Participates in the budget planning process by assisting the Director in making recommendations for resources, including personnel, equipment and space as appropriate.
• Provides 24 hour accountability of leadership by appropriate delegation, using sound decision making and critical thinking skills.
• Functions competently in the staff role as necessary.
• Plans, develops, implements and maintains a comprehensive Emergency Preparedness program.  Remains a “Content expert” on the plan and can articulate to others as needed.
• Addresses all steps of Emergency management in the plan – from pre-hospital to Hazmat to debriefing.
• Coordinates and conducts training of staff in emergency preparedness, response and recovery practices. Conducts training of staff in hospital decontamination and develops the Decon Team from across all areas of the hospital departments on all shifts.
• Responsible for coordinating and summarizing all capital and significant operational requests to support Emergency Preparedness program. Presents summary requests to the Director of Facilities for review and approval.
• Coordinates, in collaboration with CFO, fund recovery efforts during declared disasters.
• Coordinates with FEMA representatives and prepares and submits required documents.  Researches grants related to emergency preparedness.Conducts disaster drills in accordance with State and Federal requirements.  Operates, maintains, and tests Emergency Operations Center (EOC) equipment and systems.  Develops activation and operation procedures. Evaluates each drill for strengths and weaknesses and documents appropriately.
• Maintains procedures and checklists for positions in the Incident Command System for training programs and tabletop drills. Ensures follow-up on improvements and/or changes identified during drills.
• Interfaces with department personnel, neighboring agencies, local business, the Red Cross, EMS, Fire and Police departments, gas and electric companies, the county, TDH, FEMA, OES and other local, State and Federal representatives in the implementation of regional training, coordinating drills and emergency preparedness/response programs.
• Attends required meetings for HPP and ASPR grant funding requirements (ie RHPC, SETRAC and West Corridor).Interacts with staff development to design, develop, coordinate and implement hospital-wide and site specific training for the HMH Emergency Management Plan.
• Demonstrates adaptability, problem solving and professional behavior at all times. Abides by the HMH Legal Compliance Code of Conduct.
• Maintains patient confidentiality and appropriate handling of PHI.
• Maintains a safe work environment and reports safety concerns appropriately.
• Performs all other related duties as assigned.

Requirements

• Education: Graduate of a school of professional nursing.
• Experience: Three years of nursing experience preferred.
• Licensure/Certification: Current licensure as a Registered Nurse in the State of Texas, or immediately eligible.  Basic Life Support certification and Advanced Cardiac Life Support required prior to working first shift in Emergency Department.  Pediatric Advanced Life Support (or ENPC) certifications required within 6 months of employment.  TNCC required within 18 months of employment.

PHYSICAL DEMANDS AND WORKING CONDITIONS

• Frequent: standing, walking, lifting, carrying, pushing, pulling & reaching.
• Occasional: sitting, bending, squatting, climbing, kneeling, & twisting.
• Visual and hearing acuity required; Color vision required for perceiving changes in patients’ skin color and colors of medicines and solutions.  Work is mostly inside, with good ventilation and comfortable temperature.
• Possible exposure to: toxic/caustic chemicals or detergents, moving mechanical parts, potential electric shock, radiant energy, communicable diseases, blood borne pathogens.
