OVERALL DESCRIPTION

Support the functions of the Cash Mangement Department including the recording of financial transactions to the general ledger and reconciling those transactions to the related financial reporting systems. Responsible for the review and release of check and eletronic disbursements pertaining to the Authority's Payroll, Claims, and Accounts Payable vendor payments.

SPECIFIC RESPONSIBILITIES

1. Participates in the Department’s testing and conversion to the potential Treasury Management System and Enterprise Reporting System.
2. Prepares the weekly Payroll Tax Withholdings and Payroll Tax Liability payments.
3. Prepares the wire and ACH payment processing for the monthly benefits payments, fuel payments, and others as needed.
4. Audits the Request for Payments processed and distributes check payments for AP, Claims and Payroll vendors.
5. Confirms the Daily ARP/Positive Pay totals and check range for the Claims and Accounts Payable accounts.
6. Reviews daily Accounts Payable invoices for accuracy.
7. Reconciles check disbursement listings to check stock usage and corresponding electronic check reporting (ARP) to the Authority’s primary bank (PNC).
8. Reconciles Payments received from third-party sales sources (MetaBank) and prepares the ACH debit for approval.
9. Responsible for reviewing and analyzing transactions relating to SEPTA Key revenues passed-through from Atlas System to the Authority’s bank.
10. Prepares the quarterly account analysis for petty cash accounts for internal review and approval.
11. Prepares journal entries to be recorded in SEPTA’s general ledger, as assigned.
12. Assists in the analysis of banking services and bank fee analysis.
13. Assists in internal and external audit requests.
14. Reviews, documents, determines general ledger account, and performs research where needed relating to NSF checks returned to the Authority and notifies the appropriate individuals for further processing.
15. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
16. Performs other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

• Bachelor’s of Science Degree in Accounting and two (2) or more years of experience in an accounting environment required.
• Proficiency with Microsoft Office’s Excel and Word software required. 
• Strong work ethic and commitment to accomplishing assigned duties on time required.
• Excellent verbal/written communication and analytical skills required.

IDEAL QUALIFICATIONS AND EXPERIENCE

• Experience in fraud recognition and cash control techniques preferred.
• Working knowledge of automated Treasury Management Systems preferred.
• Experience with Accounts Payable and preparing journal entries preferred.
