GDC IT Solutions is currently seeking a Project Manager to work on-site in Harrisburg, PA. This is a 6-month contract-to-hire position offering the opportunity to manage enterprise-level applications including ASAP, Workday, and PA Online Services.

Position Overview

As a Project Manager, you will be responsible for directing and coordinating application development projects across several judicial and administrative platforms. You will lead cross-functional teams through the full Systems Development Life Cycle (SDLC), providing technical guidance, managing project timelines, and ensuring the successful delivery of complex, enterprise-level systems. This role requires a balance of technical expertise, leadership acumen, and a strategic mindset.

• Manage day-to-day activities for Developers, DBAs, Analysts, Testers, and support staff across multiple applications including ASAP, Workday, and PABLE.

• Lead all SDLC phases: requirements gathering, development, testing, deployment, maintenance, reporting, and quality assurance.

• Develop detailed project plans and statements of work; define scope, timelines, documentation standards, and risk mitigation strategies.

• Provide ongoing coaching, mentoring, and performance feedback to staff; approve PTO requests and conduct evaluations.

• Drive change management initiatives and design innovative solutions to support strategic organizational goals.

• Serve as the primary liaison to external entities such as the Department of Treasury, IRS, and PA Labor and Industry for technical support.

• Manage and improve business processes related to the Pennsylvania Board of Law Examiners’ BEAR and OBA systems.

• Support the JAAS Help Desk with protocol development for user assistance scenarios.

• Maintain open communication with internal and external stakeholders to ensure alignment on goals and deliverables.

• Develop and maintain applications and automation efforts for law examiner systems and user-facing portals.

• Intermediate to advanced proficiency in Microsoft Excel and Microsoft Project.

• Minimum seven years of work experience in a technology-related field.

• Demonstrated experience leading teams through enterprise-level project lifecycles.

• Strong interpersonal and communication skills for stakeholder engagement and team leadership.

• Ability to pass a criminal background check.

Preferred Experience

• Three years of direct staff supervision experience.

• Familiarity with Workday ERP system.

• Experience using business intelligence tools such as PowerBI or Tableau.

• Prior work within public sector or judicial administration environments.
