Supervisory Social Science Program Coordinator

Salary Range: $105383 - $171268 Per Year

Job Summary: The employee will serve as the Supervisory Social Science Program Coordinator, located in the Crisis Operations Team Operations Center, Veterans Crisis Line (VCL), Veterans Affair (VA). The VCL is a 24-hour, 7-days-a-week, 365-days-a-year service aimed at connecting callers worldwide to a caring, qualified Veterans Administration employee. The VCL's mission is to provide 24/7, world-class suicide prevention and crisis intervention services to Veterans, Service Members and their family members.

Major Duties:

  • Major duties include but are not limited to: Provides first level oversight and supervision of the VCL's Supervisory Social Science Specialist (Crisis Responders). Assists with development of performance standards for Supervisory Social Science Specialist staff; evaluates the performance of supervisors and reviews and approves performance evaluations of their subordinates and makes recommendations for personnel actions including awards, performance improvement and discipline. Identifies, assigns, and plans work to be carried out by the supervisors of the department to ensure deadlines for performance appraisals and implementation of policies are met. Performs management and program work including but not limited to planning, training, scheduling, education, implementation, evaluation, staff appraisal, and monitoring adherence to VHA regulations, policies and procedures as well as program guidelines set by external regulatory agencies such as the American Association of Suicidology (AAS). Takes action regarding conduct issues to include review of verbal and written counseling's, development and recommendations for reprimands and admonishments. Hears and resolves group grievances and complaints and escalates problems that cannot be solved. Responsible for first level responses to union matters. Oversees the scheduling of department employees. Utilizes analytical data reports from the AVAYA phone system to help determine short and long-range scheduling or staffing requirements and implements change as ensure appropriate coverage of all VCL business lines including phones, chat and text. Performs other related duties as assigned. Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position. Work Schedule: Tour of duty is overnight shift. Compressed/Flexible Work Schedule: Not available Remote: This is remote position. Selectees will work 100% of the time in a non-VA-owned space outside of the local commuting area of a parent station. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity. The employee will be required to travel to the closest VA Medical Center or VA Outpatient Clinic for issuance of equipment, and as needed for technical support. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/29/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement (IOR): You must meet one of the following basic requirements for the 0101 Social Science Series. Degree: behavioral or social science; or related disciplines appropriate to the position; OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Specialized Experience GS-13: Applicants must also meet the specialized experience required for the GS-13 grade. You may qualify based on your experience below for the GS-13 Supervisory Social Science Program Coordinator position. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. In order to meet the minimum qualifications for this position, you must meet 4 out of 7 of the following examples of specialized experience: Overseeing subordinate staff in a crisis line mental health environment; Providing outreach services to promote mental health safety and crisis intervention; Ensuring adequate coverage of crisis lines; Assigning work to teams in a crisis line call center based on priorities, difficulty, and requirements of assignments; Evaluating work performance of subordinates at a crisis line call center; Developing and implementing standard operating procedures for a mental health program; Advising and interacting with leadership and various clinical services on crisis line call center operations. Education: There is no education substitute for specialized experience at the GS-13 grade. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
