Under the supervision of the Executive Director and in partnership with the CAC Housing

Services Team, Housing Solutions Coordinator will provide a wide variety of programmatic and client

services. The Housing Solutions Coordinator is a leadership role to support agency staff to conduct

interviews and screening for emergency services, community services, and other client needs, which may

include emergency shelter, transportation, and other household assistance. The Housing Solutions Coordinator will oversee implementation of Housing Solutions programming for CAC and in Whitman County and will focus on providing opportunities for all low-income people and communities to reach their full potential and to strengthen personal and community interdependence.

Requirements

Transitional Housing Coordination

  • Be thoroughly familiar with the policies and procedures guiding the work of this position and the program or department overall. Perform job functions in line with these policies and procedures.
  • Assist with development of policies and procedure in other housing programs.
  • Answer various program inquiries, explain program guidelines and procedures to staff, public, & vendors
  • Develop work plans and instructions for the related coordinator positions.
  • Meet with clients regularly to help them identify their personal goals and plan steps toward achieving those goals.
  • Help create or find training or resources that will residents prepare for self-sufficiency and a future in permanent housing.
  • Create events and client interaction to promote and build community among residents.
  • Work with affordable housing providers and landlords to recruit participants and maintain a safe and secure property
  • Build relationships with other agencies that may be involved with residents and program participants
  • Ensure residents' compliance with program rules, including documentation and reporting of infractions

Client Services

  • Perform & oversee housing case management services including client assessment, crisis intervention, advocacy, referral, and resource coordination.
  • Assist clients to develop action plans and goals toward self-sufficiency using a strengths perspective and empowerment model.
  • Operate & revise programs and services in line with policies and procedures as set for each funding source.
  • Monitor and maintain client files for accuracy, completeness, and appropriate documentation, with client paperwork accurate, thorough, documented, and timely.
  • Assist with the resource coordination and community networking for clients of the CAC.
  • Assist with Energy Assistance Program client outreaches as needed.

Client Services Tracking Functions

  • Develop knowledge and proficiency with CAC client database system, WA State Homeless Information System (HMIS) to facilitate effective tracking, referral and follow-up of client services.
  • Assure up to date record-keeping system for client intake including intake related to crisis services, community services, family services, and family self-sufficiency case management.
  • Provide timely and accurate reporting of client services as required by funders, particularly the Washington Department of Commerce Program & Agency Functions
  • Provide direct CAC leadership with Homeless Housing Continuum of Care in Whitman County, including coordinated entry and County-wide Homeless Housing plan development and revision, as well as Balance of State Continuum of Care in Washington State
  • Negotiate and manage CHG subgrantee relationships by contract and monitoring of subgrantee services & operations per contract guidelines
  • Provide staff assistance for Housing Solutions for CAC in Housing Services and agency-wide
  • Represent CAC and all of its programs at public meetings, and other events, as opportunities occur
  • Participate in leadership and program training to maintain accreditation standards, plus performance and quality improvement efforts.
  • Strong understanding of funding, grants and departmental budgets
  • Other duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge Of

  • “Family Development” or similar, and related social work practices
  • Trauma-informed, appreciative inquiry for case management and guidance practices
  • Budget, planning, evaluation, and program management practices
  • The problems and needs of people with limited income

Ability To

  • Communicate effectively with people from various social and economic backgrounds
  • Prepare effective project and program proposals
  • Prepare detailed project and program reports
  • Schedule and monitor multiple processes, projects and program funding
  • Work well under pressure
  • Use computer spreadsheet and word processing programs
  • Prepare succinct reports for a non-technical audience
  • Understand and execute oral and written instructions
  • Read, comprehend and follow program procedures, regulations and specifications
  • Coordinate work with members of the community, partner agencies, and CAC staff members
  • Achievement of measurable goals and objectives
  • Work both independently and as an effective team member

Education and Experience

  • Master’s or Bachelor’s degree in related field is preferred (10-15 yrs of supervisory social service experience in lieu of degree)
  • Minimum of 5 years of experience in human services administration with emphasis on program management, client case management, and contract administration and deep understanding of budgets and grants
  • Minimum 5 years in a supervisory role

Other Requirements

  • Ability to drive, a valid driver’s license and insurance
  • Insurability and ability to be bonded
  • Willingness to work throughout Whitman County.
