Introduction
The Senior Health Information Analyst plays a critical role in supporting the planning, assessment, and optimization of health information systems across the organization. This role is responsible for analyzing business needs, documenting requirements, assessing system impacts, and supporting functional testing to ensure high‑quality delivery of clinical and administrative information solutions. The analyst will work closely with stakeholders, project teams, and technical specialists to ensure systems comply with relevant Canadian federal and provincial legislation and operate effectively within a complex multi‑application environment.
The ideal candidate brings significant experience in IM/IT within healthcare, strong business analysis capabilities, hands‑on involvement in functional testing, and the ability to lead or support teams involved in requirements engineering, solution evaluation, training, and system change management.
Your role and responsibilities

Conduct detailed business analysis for health information systems, including requirements identification, development, and analysis

Evaluate and document Business and IT impacts related to new or existing health information systems that operate across multi‑platform, multi‑application environments

Assess health information solutions for compliance with applicable Canadian Federal or Provincial legislation

Develop functional testing documentation including test plans, test cases, scenarios, and test result reports. Coordinate and execute testing activities

Identify and evaluate alternative technology solutions, analyze options, and provide recommendations to resolve business challenges
-
Document Business and IT impacts including transformation needs, training implications, use cases, implementation considerations, system changes, and process changes

Perform options analyses for new system functionality, including evaluating multiple solutions, conducting impact assessments, estimating level of effort, and making recommendations.

Provide leadership and oversight to small teams (2+ resources) involved in requirements engineering, functional testing, training material development, use case documentation, impact analysis, and compliance reporting
Required technical and professional expertise

Minimum 120 months (10 years) of experience in IM/IT as a Business Analyst for a health information solution
-
Minimum 12 months of experience assessing a health information solution for compliance with Canadian federal or provincial legislation (within the last 60 months; must be in 6‑month+ blocks)

Minimum 24 monthsof experience documenting business requirements for information systems, including:

Requirements identification

Requirements development
-
Requirements analysis
(Experience must be within the last 120 months; in 6‑month+ blocks)

Minimum 24 months of continuous experience on one project evaluating and documenting Business and IT impacts for a health information system composed of two or more integrated software applications in a multi‑tier environment (within the last 120 months)

Minimum 36 monthsof experience in functional testing, including:

Test plan development

Testing coordination
-
Test case development
-
Test scenario development
-
Test results documentation

Preferred technical and professional experience

Previous experience with EHR/EMR implementations

Knowledge of Oracle Health Millennium or similar EHR platforms

Experience identifying, evaluating, and recommending alternative technology solutions (up to 36+ months)

Experience documenting Business and IT impacts across: Business transformation, Training, Use cases, Implementation, System changes, Business process changes (up to 36+ months)

Experience completing options analyses for new functionality, with evaluation of:
